New construction ยท Gulf Stream
New construction roofing in Gulf Stream, FL
Only 10.5 percent of homes in Gulf Stream were built in 2010 or later, so most of the town is older housing. That makes new roofs here mostly a question of how a new build or a full re-roof will be permitted, inspected and tied to the rest of the work.

Permits and code
How new construction roofs get permitted in Gulf Stream
Within Palm Beach County, the Gulf Stream area falls outside the High Velocity Hurricane Zone. That zone covers Miami-Dade and Broward only, so the county's roofing rules are not the HVHZ tables. Confirm the applicable edition with the town's permit office before you submit plans.
Any permit application submitted on or after December 31, 2026 must comply with the Ninth Edition of the Florida Building Code. Plans filed before that date stay under the Eighth Edition that took effect December 31, 2023. Timing your submittal around that date can change which roof details you must draw.
Inspections
Deck, underlayment and inspection sequence for a new roof
Roof sheathing must be fastened with ASTM F1667 RSRS-03 nails, or RSRS-01 or RSRS-04 where the sheathing is 15/32 inch or thinner. Fastener choice is part of what the framing and sheathing inspections check, so have the sheathing schedule on the plans.
- Dry-in with a full self-adhering membrane, or a 3 3/4 inch tape strip over each joint under an approved underlayment, or two felt layers fastened to the code spacing.
- Shingle drip edge at eaves and gables, fastened closer where wind speed or roof height is higher.
- Where eaves extend less than 6 inches, install gutters fitted with downspouts that empty at least 1 foot away from the wall.
The code lists inspections in order: framing, sheathing or dry-in, then roofing. A roof covering inspection cannot pass before the sheathing inspection has passed. Schedule the roofer around those stops so the house is not left open to weather.
Contractor rules
Who installs the roof on a new Gulf Stream build
A general contractor building a new home may install asphalt shingles itself, but tile, metal and membrane roofs must go to a certified or registered roofing contractor. If you became a general contractor after 1973, you cannot market yourself as a roofer unless you hold that roofing certification or registration.
Florida law lets the owner choose a private provider for plan review or inspections. Private providers need to be a licensed building code administrator, engineer, or architect. Ask the building office whether your build qualifies before you decide.
A new home carries a one-year builder warranty under Fla. Stat. 553.837, covering defects in equipment, material or workmanship that violate the Florida Building Code. Ordinary deterioration, foundation settling, damage the owner caused, and losses from natural disasters fall outside what this covers.
Questions
New construction roofing in Gulf Stream: questions
How many homes in Gulf Stream were built recently?
Only 10.5 percent of Gulf Stream homes were built in 2010 or later, according to the 2024 five-year American Community Survey. The median home was built in 1979, with a margin of error of 3 years. Most roofs you see here are older, so a new-build roof is less common than a re-roof. Confirm the count of recent permits with the town office.

Which building code applies to a new roof permit in Gulf Stream?
Permits submitted on or after December 31, 2026 must follow the Ninth Edition of the Florida Building Code. Plans submitted before that date remain governed by the Eighth Edition, which went into effect December 31, 2023. Palm Beach County lies outside the High Velocity Hurricane Zone. Confirm the edition with the town permit office before you file.

Does a new roof in Gulf Stream need gutters?
Yes, in most cases a new roof in Gulf Stream needs gutters if the eaves project less than 6 inches. Buildings with eaves under that depth must have gutters with downspouts, except for gable end rakes or roofs sitting above another roof. Downspout outlets must sit at least 1 foot out from the sidewall. This rule applies to new construction under the Florida Residential Code. Gulf Stream has about 785 residents according to the American Community Survey estimate, and many homes here were built around 1979, so older eave depths can vary. Check your eave depth against the plans with the building office before installation.
