Only 1.9 percent of homes in Highland Beach were built in 2010 or later, according to the Census Bureau's five-year survey. Most roofs here are older, so a new roof on new construction is a smaller share of local work. Which edition of the code applies to the roof you install

The Eighth Edition of the 2023 Florida Building Code began applying on December 31, 2023. December 31, 2026 is when the Ninth Edition goes into effect. Any permit application or set of plans filed on that date or later has to meet the newer edition. For a Highland Beach build, the filing date decides which rules apply, so confirm the date with the Town's building department before you submit.

Palm Beach County is not part of the High-Velocity Hurricane Zone, which covers Miami-Dade and Broward. That keeps the Highland Beach roof outside the strictest HVHZ rules, but the wind-borne debris region still applies to parcels close to the shore.

What the inspector checks

Deck, underlayment and dry-in requirements for new roofs

The roof deck is fastened with ring shank nails, and the size and head of the nail depend on sheathing thickness. Once the sheathing is on, you can dry in the roof in one of three ways. The first covers the entire deck with self-adhering polymer-modified bitumen underlayment. The second uses a membrane strip over every deck joint with an approved underlayment over the whole roof. The third uses two layers of felt-type underlayment.

  • Drip edge at eaves and gables, nailed at 12 inches on center, or 4 inches where wind speeds or roof height are higher.
  • Tile only over solid sheathing, installed to the manufacturer's instructions or the FRSA/TRI manual.
  • Where eaves stick out less than 6 inches, gutters and downspouts are required, and each downspout must empty at least 1 foot from the wall.

Sequence and approvals

Inspections happen in a fixed sequence: foundation, then framing, sheathing, exterior coverings, roofing, and finally the final inspection. The roof covering inspection comes after the dry-in is complete, so the roofer should not start shingles or tile before the sheathing and dry-in inspections pass. Roofing products need a statewide approval number, which you can check in the Florida Building Commission search by FL number.

Florida Statute 553.837 requires a builder to warrant a newly constructed home for one year against defects in equipment, material or workmanship that cause a material code violation. Ordinary wear, settling, and damage caused by a natural disaster fall outside coverage. Ask the builder how that one-year period applies to your roof.

Florida's newest roof-related rule for a new home is the builder warranty under Florida Statute 553.837. It requires a builder to cover defects in material or workmanship that violate the building code for one year. The code edition is set by the date your permit application is submitted. Permits submitted on or after December 31, 2026 are governed by the Ninth Edition of the Florida Building Code. Who can install a tile or metal roof on a new home here?

On a building the builder owns and is constructing, asphalt shingles may be laid by the builder. Installing tile, metal, or membrane roofing requires a roofing contractor who holds a certification or registration. A general contractor may not advertise itself as a roofer without that certification or registration under Florida Statute 489.113. Many homes in this area were built around 1983, so older roofs may need inspection before any replacement work begins. Before signing with any roofer, look up that person's state license.
