Which Florida Building Code edition applies to a new roof

Boynton Beach sits in Palm Beach County, which is not in the High Velocity Hurricane Zone. That zone covers only Miami-Dade and Broward. Your roof follows the standard statewide code, not the stricter South Florida product testing.

The Eighth Edition of the 2023 code became enforceable on December 31, 2023. The Ninth Edition governs every application submitted on or after December 31, 2026. If your plans are filed close to that date, ask the Building Department which edition they will be reviewed under.

The county reports 2,495 single-family units permitted in 2025, against 4,244 in 2020. That is a slower pace than five years ago, so confirm current plan-review timing with the city before you set a roofing date.

Roof build-up

Decking, underlayment and product approval for a new roof

Roof sheathing must be nailed with ring shank nails, 2 1/2 inches long and 0.131 inch thick, in the standard pattern. Shingle and metal roofs then need one of three dry-in methods: a fully self-adhering underlayment, tape or membrane strips over every deck joint, or two layers of felt-type underlayment with cap nails.

At the eaves and gables, install the drip edge on top of the underlayment. Fasteners may be spaced no more than 12 inches apart, or 4 inches where the design wind speed is 110 mph or more or the roof is higher than 33 feet.

Statewide, roofing products must go through mandatory product approval. Any product sold as wind protection must carry a Florida approval number. You can look the number up on the Florida Building Commission search by manufacturer or FL number.

Build sequence

Scheduling the roof around inspections and who installs it

Inspections run in this sequence: foundation, framing, sheathing, exterior wall coverings, roofing, and final. The roofing inspection covers dry-in, insulation, coverings and flashing. Do not cover the sheathing before its inspection passes.

Only on a new building that the builder constructed itself may that builder lay asphalt shingles personally. Work on tile, metal and membrane roofs is reserved for a contractor who holds certification or registration in roofing. A general contractor may not advertise as a roofer without that roofing license.

Record your Notice of Commencement and post it at the site before the first inspection. The code warns that skipping it may mean paying twice for the work. Also keep in mind that a permit lapses if work does not start within 6 months of issuance.

What is the 25% roof rule in Florida?

The rule says no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period unless the whole section is redone. It matters mainly for existing homes. With a median build year of 1984 in Boynton Beach, many older roofs may fall under it. Do I need a roofing contractor on a new home?

It depends on the material. A general, building or residential contractor may install asphalt shingles on a new building of its own construction. Contractors who are certified or registered in roofing are the only ones allowed to do tile, metal and membrane roof work. A general contractor also cannot advertise itself as a roofer without that roofing license. Many homes in this area were built around 1984, so older roofs on resale properties may call for a different kind of inspection. You can check any contractor's license through the state before signing.

Does a new Boynton Beach home come with a builder warranty?

Florida law now requires one. Since July 1, 2025, a builder must warrant a newly built home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Coverage leaves out ordinary wear, settling, defects the owner caused, and acts of God. Only 8.5 percent of Boynton Beach homes are from 2010 or later, so most homes here predate the rule.
