New houses are a small share of Umatilla: 20.6% of its 1,921 homes date from 2010 or later, against 21.5% for Lake County. Much of the county's newer building sits to the south, where the median house in Groveland dates from 2010.

Whatever the lot, the code clock is the same. The Eighth Edition has applied since December 31, 2023, and applications submitted on or after December 31, 2026 must meet the Ninth. The City of Umatilla Development & Public Services takes the application through its portal.

At the Gateway to the Ocala National Forest, think about what the roof and gutters will collect. UF/IFAS describes live oak litter as a problem and puts peak pine-needle fall in autumn; on a new house, gutter sizing and valley layout are easier to get right before the roof goes on.

Florida's code lists them in sequence: framing once trusses, bracing and connectors are in, sheathing with or before the dry-in, then a roofing inspection of dry-in, insulation, coverings and flashing.

Sheathing goes down with ring-shank nails, RSRS-03 as the standard size, and the nail spacing tightens from 6 inches to 4 and then 3 at the edges as design wind speed and exposure rise. Tile roofs follow the maker's instructions or the FRSA/TRI high-wind tile manual, seventh edition, over solid sheathing.

Soffits deserve attention on a new house. FEMA found them a weak point in Hurricane Michael, and the 2007 code began requiring them to resist the same wind loads as walls.

Does a new Umatilla house need gutters?

Only if its eaves are short. Florida's residential code requires gutters and downspouts where eaves project less than 6 inches, except at gable rakes or a roof that drains onto another, with downspouts discharging at least a foot from the wall. On deeper eaves they are optional. Near the Ocala National Forest, where leaf and needle litter is part of life, settle the gutter size and any guard plan before the roof goes on so the drip edge and fascia line up.

It gives you a year to hold the builder to the code. Under Fla. Stat. 553.837, a builder must warrant a new home for one year from title transfer or first occupancy, whichever comes first, against defects in equipment, material or workmanship that materially violate the Florida Building Code. Wear and tear, settling, damage the owner caused and acts of God such as natural disasters fall outside it. Put the problem to the builder in writing; 20.6% of Umatilla's homes date from 2010 or later, so plenty of neighbors have been through that first year.

Who permits a new house in Umatilla?

The City of Umatilla Development & Public Services, through its online Building Permit Portal. Each of Lake County's 14 municipalities runs its own permitting, while unincorporated land goes to the county's Office of Building Services. The roof on a new house is inspected at framing, at sheathing and dry-in, and at the final roofing stage. Applications filed on or after December 31, 2026 fall under the Ninth Edition of the code.
