For shingle and metal roofs the code gives three dry-in methods. A fully self-adhering membrane laid across the entire deck is one option. Another is a 3 3/4 inch strip of membrane or tape over every deck joint, then underlayment over everything. The third is two layers of felt-type underlayment nailed with cap nails.
At eaves and gables, the drip edge sits on top of the underlayment, and its fasteners can be spaced no more than 12 inches apart. In higher wind zones the spacing tightens to 4 inches. Roofing must also carry a statewide product approval, and the permit lists those product numbers.

The code lists inspections in this order: foundation, framing, sheathing, exterior wall coverings, roofing, then final. Dry-in, insulation, roof coverings and flashing are all part of what the roofing inspection checks. Roof work is scheduled around these sign-offs, so a missed sheathing inspection can hold up the roofers.
On its own new building, a builder is allowed to put on asphalt shingles itself. For tile, metal and membrane roofs, the work belongs to a certified or registered roofing contractor. Ask who is on the permit for the roof, and whether a Notice of Commencement is recorded before the first inspection.
