The median home here was built in 2010, so most roofs are younger than in older Hillsborough County towns. Still, 30.5 percent of homes were built before 2000, and 11.4 percent before 1980. Many of those homes are likely on a second or third roof, and some original roofs may remain.
The age that counts is the roof's own age, not the house's. A home built in 2010 may carry a roof replaced in 2019, or the original. Your permit history shows which. Permits here come from the Hillsborough County building office, since Apollo Beach is unincorporated.
With 85.7 percent of occupied homes owner-occupied, most roofs have one owner who decides when to inspect. Few landlords are involved to schedule it for you.
The 15-year rule
The 15-year insurer rule and your roof
Under Fla. Stat. 627.7011(5), an insurer may not refuse or decline to renew a homeowner's policy solely because a roof is under 15 years old. At 15 years or older, you may have an authorized inspector check it at your own expense.
Suppose that check finds at least 5 years of useful life remaining. Then the insurer cannot decline or non-renew you for age alone. Your insurer must accept the inspector, who can be a licensed home inspector, roofing contractor or engineer. The rule reaches policies issued or renewed from July 1, 2022 onward. It leaves out mobile home policies, which matters for the 2.9 percent of Apollo Beach units that are mobile homes.
For older homes, Citizens asks for a 4-point inspection on properties over 20 years old. Its roof section records material, roof age, remaining life, last permit and damage. Citizens wants documented remaining life on shingle roofs past 25 years and on tile or metal past 50.
Inspection basics
What the inspector looks at, and good times to book
The inspector looks for cracking, curling, heavy granule loss, exposed asphalt or felt, loose or missing tabs and tiles, soft decking and leaks in the attic or on ceilings. Photos of each slope usually go with the report.
Good times to book are a home sale, a roof-age letter from your insurer, or the days after a storm. Hurricane Eta in 2020 put 3 to 4 feet of surge over ground level around Tampa Bay and dropped up to 10.64 inches of rain near Sun City Center. Heavy rain finds weak spots, so check afterward.
Be careful if a contractor offers an inspection as a giveaway or urges you to file a claim. Fla. Stat. 489.147 bars roofers from offering anything of value for an inspection or a claim. Your insurer or agent is the right person to answer any questions about what your policy covers.

Does the 15-year rule apply to my mobile home?
The 15-year roof rule in Fla. Stat. 627.7011(5) is written for homeowner's policies, and Senate staff note it does not apply to mobile home policies. Where it does apply, an insurer may not refuse to issue or renew a policy solely because a roof is less than 15 years old. When your roof has reached 15 years or more, your insurer has to allow an authorized inspector to examine it at your cost, and it cannot decline coverage or non-renew purely because of age if that inspection finds at least 5 years of useful life remaining. Mobile homes are 2.9 percent of housing units in Apollo Beach, so most homes there fall under the rule.
