Condo and association roofs in Pompano Beach
Florida requires a residential condominium association to complete a structural integrity reserve study at least every 10 years for each building three habitable stories or higher, and the roof is the first item the study must cover. The study is based on a visual inspection and states each component's estimated remaining useful life, the number a board plans its reserves around.
After a storm, the policy stays with the policyholder. For residential and commercial property policies issued on or after January 1, 2023, Florida voids any assignment of post-loss insurance benefits (Fla. Stat. 627.7152(13)), so an association works with its own insurer directly.

Low-slope roofs under Broward's hurricane-zone code
Broward's HVHZ sections set rules that flat roofs elsewhere in Florida do not face. Section 1515.1.5 allows no loose-laid ballasted system, and membrane roofs are inspected during application, before the attachment is concealed, then at final (Section 1512.4). Each component needs a product approval, and the permit comes from the city's Building Permits & Inspections office on the HVHZ Uniform Roofing Permit Application.
Water is the other test. The code defines positive drainage as a roof that drains within 48 hours of rain, wants overflow drains or scuppers wherever a parapet would trap water if the main drains back up, and sizes storm drainage on a 100-year hourly rainfall rate (FBC-Plumbing 1106.1). NOAA Atlas 14 gives that storm 5.38 inches an hour at the center of Pompano Beach. Before re-roofing, HVHZ Section 1521.13 has the contractor tell the owner about any chance of ponding and recommend a structural review when ponding is possible.

Can a new commercial roof go over the old one in Pompano Beach?
Sometimes, but the code sets hard limits first. The Florida Building Code requires a full tear-off when the existing roof is water-soaked or too deteriorated to hold a new covering, when it already has two or more roof coverings, or when the covering is slate, clay or cement tile or wood shake. In Broward, HVHZ Section 1521.5 adds that a new system cannot go over sheathing that is not fastened to the current code. On a Pompano Beach building that rode out Irma's surge and wind, an infrared moisture survey checked against core samples is the usual way to find wet areas first.

Twice a year is the roofing trade's standard, spring and fall, per the National Roofing Contractors Association, whose guidance says those visits catch loose seams, deteriorated flashing and granules collecting in drains. On the Pompano coast, add a look after any named storm: Irma brought a 97-knot gust to Deerfield Beach and 2 to 4 feet of surge to coastal Broward, and edge metal and flashing near salt water corrode faster. Keep each report, since a condominium's reserve study draws on the roof's remaining useful life.
