Half of Pompano Beach's homes were built in 1974 or earlier, six years before the Broward County median, so a re-roof here usually starts on a deck nailed long before Florida's 2002 statewide code. Broward's hurricane-zone rules then decide what the new roof needs, from deck fastening to a product approval for every layer.

Re-roofing a 1970s house in the hurricane zone

Two-thirds of the city's housing, 66.9 percent, went up before 1980. On those houses the Broward rule is blunt: HVHZ Section 1521.5 does not allow a new roof system over sheathing that is water-soaked, deteriorated or not fastened in compliance with the current code. Once the old covering is off, the deck gets judged on its own, and weak or wet sections are dealt with before anything new goes down.

Every product in the new roof needs approval. Roofing is one of the categories Florida must approve for statewide use (Fla. Stat. 553.842), and the HVHZ Uniform Roofing Permit Application lists the product approval or Miami-Dade Notice of Acceptance number for each component. An NOA's standard wording limits it to Miami-Dade and other areas where the authority having jurisdiction allows it, and it lapses on its expiration date.

Salt air is the coastal wrinkle: FEMA finds metal corrosion worst within 3,000 feet of the ocean, so near the beach ask what the drip edge, flashing and fasteners are made of.

What the Pompano Beach permit office will inspect

The city's Building Permits & Inspections office issues the permit. Reroofs skip plan review (FBC-B 107), but the work is inspected in stages: for tile and shingle roofs, HVHZ Section 1512.4 calls for inspections at the underlayment or anchor sheet, during the covering and at final, and adhesive-set or mortar-set tile gets a field static uplift test (TAS 106) before the final.

If only part of the roof is failing, the 25 percent rule applies here in the same words as elsewhere (HVHZ Section 1521.4): more than a quarter of a roof section repaired or replaced within 12 months means the whole section is redone to current code, unless the existing roof was built to the 2007 code or later (Fla. Stat. 553.844(5)). The 2007 edition took effect March 1, 2009, so a roof installed before that date does not qualify.

Why does a tile re-roof in Pompano Beach need an uplift test?

Because Broward sits in the High-Velocity Hurricane Zone. Section 1512.4 of the Florida Building Code calls for a field static uplift test, under test protocol TAS 106, on adhesive-set or mortar-set tile before the final inspection, to confirm the tiles are holding. It is one step in an inspection sequence that also looks at the underlayment and at the covering while work is under way. Build it into the schedule when you weigh tile against shingle or metal for a Pompano Beach re-roof, since the final inspection waits on it.

Does the 25 percent rule apply to my Pompano Beach roof?

It applies to every roof in Broward, through Section 1521.4 of the hurricane-zone code, which repeats the statewide wording: no more than 25 percent of a roof or roof section may be repaired or replaced in 12 months unless the whole section is brought to current code. The exception is a roof already built, repaired or replaced under the 2007 Florida Building Code or later, which took effect March 1, 2009; then only the repaired part must meet today's code, and no city may amend that by ordinance. The city's permit records show which side of that date your roof is on.

What paperwork comes with a Pompano Beach re-roof?

Three documents matter most. The HVHZ Uniform Roofing Permit Application, with the owner's notification for roofing considerations and each product approval attached, goes to the city's Building Permits & Inspections office. A Notice of Commencement must be recorded and posted on the job site before the first inspection, and the permit card warns that skipping it can mean paying twice for the work. And Florida requires every residential roof contract to carry a notice that the contractor may not offer anything of value for a roof inspection or an insurance claim.
