Winter Springs homes were built around a median year of 1989, so many roofs here have been patched or replaced at least once. Hurricane Milton in 2024 brought gusts of 60 to 75 mph, locally 84 mph, to the county. Gusts like that start at the edges and openings.

FEMA damage teams name roof covering damage from high wind as a primary source of water intrusion. Water gets in where shingles are lost, where ridge vents and soffits come off, and around flashing at wall and roof intersections and roof openings.

After a Seminole County wind event, check the ridge from the ground. FEMA describes a house whose ceilings collapsed though the only roof damage was lost ridge shingles and ridge vent. A small exposed opening at the peak can let in a lot of rain.

Repair versus replace

The 25% rule and your Winter Springs roof

Florida's code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the whole roof or section is redone. That line is the main legal split between a repair and a replacement.

One exception applies. A roof that was itself built, repaired or replaced under the 2007 Florida Building Code or later only needs the repaired part to meet current code. Cities cannot amend that exception by ordinance.

  • Look in the attic for stained decking or daylight at the ridge.
