New construction roofing in Winter Springs, FL

Only 13.2 percent of homes in Winter Springs were built in 2010 or later, according to the latest five-year Census estimate. That leaves most roofs here older, and new construction work is a smaller share of the local roofing market than repair. If you are building a new home or a new roof section, the permit edition, deck rules and inspection order matter more than the shingle brand.

Local building stock

What the newer-home share means for your roofing schedule

The median home in Winter Springs was built in 1989, with a margin of error of plus or minus one year. That suggests many roofs in town are already past their first decades. A new build here is the exception, so the roofer and the city will both be checking every layer against current code.

Any permit submitted on or after December 31, 2026 must comply with the Ninth Edition of the Florida Building Code. Plans and applications submitted on that date or later must comply with the new edition. If your build is still in design, confirm your filing date with the Winter Springs Community Development office before you sign a roofing contract.

What the inspector checks

Deck, underlayment and inspection order for a new roof

Florida inspections run in a fixed order. The sheathing check comes before the dry-in, and the roofing check comes after the flashing and insulation are in place. Your roofer should have the sheathing fastened and tested before the crew begins shingles, tile or metal.

  • Roof sheathing nails must meet the ASTM F1667 RSRS-03 standard or an allowed alternate for thinner panels.
  • Shingle, metal and similar roofs need one of three approved dry-in underlayment methods before the final roof covering goes on.
  • Shingle drip edge must be fastened at the spacing set for your building's wind speed and mean roof height.

Questions

New construction roofing in Winter Springs: questions

Does a new roof in Winter Springs need a product approval form?

Under Florida law, roofing work falls within the statewide approval categories that every contractor must meet. Product approval numbers and the approved product must appear on your permit paperwork. Winter Springs Community Development publishes a Product Approval Form, so ask the office which version applies to your filing date. Check the Florida Building Commission product approval search by FL number before the crew orders materials.

Who is allowed to install a new roof on a Winter Springs home I am building?

Florida law generally requires a general contractor to subcontract roofing unless it holds a roofing certificate or registration. Only on a building the builder itself constructed may that builder put down asphalt or fiberglass shingles without hiring a roofer. Work involving tile, metal or membrane roofing is handed to a roofing contractor who holds certification or registration. Many homes in Winter Springs are older, since the median year homes were built there is 1989, so a roof replacement on an existing house often falls under these same rules. Confirm the license status of any roofer through the state licensing lookup before you sign.

What inspections will a new roof in Winter Springs need?

Florida code lists the inspections in order: foundation, framing, sheathing, exterior coverings, roofing, then final. The sheathing check can happen as part of a dry-in inspection or separately after all roof sheathing and fasteners are complete. An inspector checking a roof examines the dry-in stage, the insulation, the roof coverings and the flashing. Ask the Winter Springs building office to confirm the sequence for your permit.

What warranty does a builder owe on a new home roof in Florida?

Florida Statute 553.837 requires a builder to warrant a newly constructed home for one year against construction defects of equipment, material or workmanship that cause a material code violation. The period runs from original conveyance of title or initial occupancy, whichever comes first. Coverage does not extend to normal wear, settling, damage the owner caused, or losses from natural disasters. Many homes in this area were built around 1989 and the median housing age here reflects that, but a newer roof still falls under this one year builder obligation. Read your purchase contract and ask the builder which defects it covers.
