Where Casselberry roofs fail in storms

Hurricane Milton in 2024 brought gusts of 60 to 75 mph across Seminole County, locally 84 mph, and 6 to 10 inches of rain. The county counted 554 structures affected. Wind-driven rain finds the same entry points each time, and FEMA field teams rank damaged roof covering as a primary source of water getting in.

Lost ridge vent is a common surprise. FEMA documented a house whose ceilings collapsed though the only roof damage was missing ridge shingles and ridge vent. If a storm passed over your Casselberry home, check the ridge line first, then the shingle tabs along it.

  • Flashing at wall and roof meetings, chimneys and vent pipes

  • Soffits tend to fail first, and when they do, water can reach the attic.

Repair or replace: the 25 percent rule

The Florida Building Code caps work at 25 percent of a roof or roof section in any 12-month period. Once repairs pass that point, the entire roof section has to be replaced or recovered. Relief exists for a roof that went on, or was last repaired, under the 2007 Florida Building Code or any later edition. The state, not Casselberry, set that exception, and no city ordinance can amend it.

With 14,098 housing units in Casselberry, a share of roofs will fall on either side of that exception. Ask your roofer for the age and code edition of your last roof work before anyone quotes a patch. A roof that is wet underneath or has two prior coverings usually needs a full tear-off rather than a repair.

If you live in one of the mobile homes that make up 7.6 percent of local housing, ask the building office which rules apply to your roof. Manufactured homes follow a federal code, not the Florida Building Code's dates.

What to do safely after a storm

Stay off the roof. From the ground, look for missing tabs, lifted flashing and sagging soffit, then check the attic and ceilings for stains. Photograph everything. Tarp only what you can reach safely from a ladder at the eaves, and leave steep or wet slopes alone.

Permits for roof work go through the City of Casselberry Building Division. Florida lets the building official decide whether an ordinary minor repair needs a permit, so ask before work starts.

Florida law bars roofers from offering anything of value for an inspection or a claim, and from advising you on coverage. Your insurer or agent answers coverage questions. Claim notice deadlines are 1 year for a new claim and 18 months for a supplemental one.

What is the 25% roof rule in Florida?

The code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in 12 months unless the whole roof section is replaced or recovered. A roof built, repaired or replaced under the 2007 Florida Building Code or any later edition falls outside this rule. In that case, current code covers only the portion that was repaired. Does a small roof repair in Casselberry need a permit?

It depends on the building official. Florida's code allows ordinary minor repairs without a permit only with the building official's approval. Larger repairs, and anything near the 25 percent line, are treated differently. Call the City of Casselberry Building Division before work begins, and ask what documents they want from the contractor.

How can I tell if a roofer is lying?

Watch for a roofer who offers anything of value for an inspection or a claim, or who tells you what your policy covers. Florida Statute 489.147 bars both. Every residential roofing contract must also carry the statute's notices, including a bold line telling you to check coverage with your insurer before signing. Seminole County saw 162 structures with major damage in Hurricane Irma, and storm seasons draw many solicitors.
