Water covers 10.4 percent of Seminole County's total area, and storms here bring both wind and flooding. Roofs fail at flashing, vents, valleys and the ridge long before a whole roof goes. Small repairs are often the right call. Past a set size, Florida's 25 percent rule can require a full re-roof.

Storms that have tested Seminole County roofs

Hurricane Irma in 2017 produced a peak gust of 65 knots at Orlando-Sanford. Of 7,125 residential structures assessed, 4,939 were affected, 698 with minor damage and 162 with major damage. Wind gets under shingle edges first, then works inward.

Hurricane Milton in 2024 brought gusts of 60 to 75 mph, locally 84 mph, and 6 to 10 inches of rain, locally 13. NWS counted 554 structures affected. Heavy rain after wind is how a small opening becomes a stained ceiling.

Hurricane Ian in 2022 hurt differently. Its 3,058 affected structures came mainly from flooding on the Little Wekiwa River at Altamonte Springs, Howell and Gee Creeks at Winter Springs, and the St. Johns River at Sanford. Floodwater does not damage a roof, but wind-driven rain in the same storm often does.

Failure points

Where Seminole County roofs usually fail

FEMA field teams found that damaged roof covering is a primary path for water into a house. Ridge vents are a weak spot: lose one and a large opening in the deck is exposed. FEMA described a house whose ceilings collapsed though the only roof damage was lost ridge shingles and ridge vent.

Leaks also track the places the code requires flashing: wall and roof intersections, changes of slope, and roof openings. In a county where the median home dates to 1988, that suggests many flashing details and vent boots are now decades old. Ask your roofer to check those first.

Insurers' inspectors look for cracking, curling, heavy granule loss, exposed felt, missing or loose tabs, soft decking, and leaks in the attic. Walk through those same items yourself, from the ground and from inside the attic.

Repair versus replace

Repair or replace: the 25 percent rule

Florida's code caps repair at 25 percent of a roof or roof section in any 12-month period. Go past that and the entire roof section generally must be redone. A roof built or replaced to the 2007 Florida Building Code or later gets an exception, and only the work you do must meet current code.

Age matters in Seminole County. Only 12.3 percent of homes were built in 2010 or later, while 29.1 percent date before 1980. A 1980s roof may not qualify for the exception, so a large repair can turn into a replacement.

For permits, a minor repair may be approved by the building official without one, so call the Seminole County Building Division before work starts. Oviedo, Winter Springs and Lake Mary publish their own re-roof or storm-repair paperwork.

What to do safely after a storm

  • Stay off the roof. Wet shingles and loose debris cause falls.
  • Photograph damage from the ground and the attic before anything is moved.
  • Place a tarp or bucket for active leaks, then dry wet insulation to limit mold.
  • Check the Seminole County Building Division's storm-damage resources before hiring.
  • Confirm a contractor's license on the state's lookup before signing.

Notice of a new property claim must reach your insurer within 1 year of the date of loss. Florida law also bars roofers from advising you on coverage or offering anything of value for an inspection. Coverage questions belong with your own insurer or agent.

Does a small roof repair in Seminole County need a permit?

It depends on the building official. The Florida Building Code lets officials approve ordinary minor repairs without a permit, so the call is theirs. Seminole County Building Division is the county permit office. Oviedo and Winter Springs list re-roof affidavits, and Lake Mary publishes an After the Storm Permitting Guide. Ask the office that covers your address before work begins.

What does the 25 percent rule mean for a roof repair?

Florida's code limits repair, replacement or recovering to 25 percent of a roof section in 12 months. Beyond that, the whole section must be redone. For a roof constructed or re-roofed under the 2007 Florida Building Code or newer, just the section being fixed needs to follow today's code. With a median build year of 1988 in Seminole County, many roofs may not qualify.

Hurricane Irma in 2017 affected 4,939 of 7,125 residential structures assessed, with 162 major and 24 destroyed. Milton in 2024 affected 554 structures with gusts up to 84 mph locally. Ian in 2022 affected 3,058, mainly through flooding. Matthew in 2016 had a 63 mph gust at Orlando-Sanford, with damage mostly from falling trees.

Where do roofs leak first after a hurricane?

Most leaks start at flashing, vents and the ridge. FEMA teams found that lost ridge vents expose large openings in the roof deck, and leaks follow wall intersections, slope changes and roof openings. Soffits are a third weak point. In Seminole County, Irma's 162 major-damage structures and Milton's 54 show how often wind and rain find those openings.

Can a roofer tell me what my policy covers?

Florida Statute 489.147 says a roofer may not interpret policy terms, advise on coverage or adjust a claim unless licensed as a public adjuster. A contractor also may not offer a deductible waiver for an inspection.
