Which building code edition your Sanford permit falls under
Plans filed with Sanford before December 31, 2026 are reviewed under the Eighth Edition, the 2023 code that has applied since the last day of 2023. Anything filed on or after December 31, 2026 must meet the Ninth Edition instead.
That date is a filing date, not a start date. If your plans go in near the cutoff, ask the City of Sanford Building Division which edition your roof will be reviewed under. Permits also lapse if work does not start within 6 months of issuance.
Roofing products must carry statewide approval. The Florida Building Commission runs a public search where you can look up an approval by FL number or manufacturer. Sanford is not in the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so Miami-Dade NOA rules are not the standard here.

Roof sheathing on a new home is fastened with ring shank nails, 2 1/2 inches long, under the residential code. Ask the builder to confirm the nail type before the deck is covered. The sheathing and dry-in inspection looks at exactly this.
- Option one: the whole deck covered in self-adhering polymer-modified bitumen underlayment.
- Option two: a strip at least 3 3/4 inches wide over every deck joint, then approved underlayment over the whole roof.
- Option three: two layers of felt-type underlayment, fastened 12 inches apart in the field and 6 inches apart at laps.
On shingle roofs the drip edge goes over the underlayment at eaves and gables. Fastening is at most 12 inches apart, or 4 inches apart where the design wind speed is 110 mph or more. Short eaves, under 6 inches of projection, call for gutters, and each downspout must empty a foot from the wall.

Sheathing is inspected before the roofing stage, and the code puts roofing near the end of the sequence, just ahead of the final. Your roof crew should not cover the deck until sheathing has passed. At the roofing stage, the inspector checks dry-in, insulation, coverings and flashing.
Who installs matters too. A general contractor may put on asphalt shingles itself only on a new building of its own construction. Anything else, such as tile, metal or membrane, needs a roofing contractor with state certification or registration. The permit card also warns you to record a Notice of Commencement, which must be posted before the first inspection.

Does the 25 percent roof rule apply to a brand-new roof in Sanford?
No, the rule applies to existing buildings. It limits repair, replacement or recovery of more than 25 percent of a roof in any 12-month period unless the whole roof is replaced. A new house gets a full roof under the current code. The rule matters later, when a roof built to the 2007 code or newer needs repair, because then only the repaired part must meet current code.
