Roof repair in Sanford, FL

In 2022 Hurricane Ian pushed the St. Johns River to near-record or record flooding at Sanford. The river does not damage shingles, but the wind and rain around it do. Sanford roofs tend to fail at ridge vents, flashing, soffits and loose shingle tabs, and the 25 percent rule decides whether a repair is enough.

Where Sanford roofs fail in storms

Seminole County has taken repeated hits. Hurricane Irma in 2017 affected 4,939 of the 7,125 residential structures assessed. Milton in 2024 brought gusts of 60 to 75 mph, locally 84 mph, and 554 structures were affected.

FEMA field teams found that damaged roof covering is a primary source of water getting in. Water entered where shingles were torn, where ridge vents and soffits were lost, and around windows and doors. Wet insulation and walls then lead to algae and mold.

Ridge vents deserve a close look. Losing one can open a large hole in the deck. In FEMA's example, ceilings collapsed although the only roof damage was lost ridge shingles and ridge vent.

  • Flashing at wall and roof meetings, slope changes and roof openings, where the code requires it and leaks follow.
  • Soffits, which have historically performed poorly in hurricanes.
  • Missing, loose or cracked shingle tabs, and soft spots in the decking.

Repair versus replace

Repair or replace: the 25 percent line

The median Sanford home was built in 1994. That suggests many original roofs are now past 25 years, so a patch may not be enough. The line between repair and replacement is set by the Florida Building Code: no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period.

One exception matters here. A roof built, repaired or replaced to the 2007 Florida Building Code or later only has to bring the new work up to current code, even past 25 percent. No local government can amend that exception.

Sanford's newer homes may fall under that exception. About 17.1 percent of its housing units were built in 2010 or later.

Before any repair, ask the City of Sanford Building Division whether it needs a permit. The code leaves ordinary minor repairs to the building official's approval, so the answer is local.

What to do safely after a storm

Stay off the roof. Check from the ground and the attic for missing shingles, exposed felt and stains on ceilings. Photograph what you see. A contractor can tarp openings and repair the deck.

Insurance is between you and your insurer. A contractor may not advise on coverage or offer anything of value for an inspection or claim. A new property claim must reach the insurer within 1 year of the loss.

What is the 25% roof rule in Florida?

No more than 25 percent of a roof or roof section can be repaired, replaced or recovered in 12 months unless the whole roof or section is replaced or recovered. Do I need a permit for a small roof repair in Sanford?

Possibly. The code lets the building official approve ordinary minor repairs without a permit, so that decision is local. Confirm with the City of Sanford Building Division before work begins. Reroofs do not require plans examination under the code's exemption list, but they still need a permit.

Why did my ceiling leak when few shingles were missing?

Small openings can let in a lot of water. Milton alone brought 6 to 10 inches of rain to Seminole County, locally 13, so any gap gets tested. Lost ridge vents, failed soffits and damaged flashing are common entry points. FEMA's example house had ceilings collapse though only ridge shingles and ridge vent were lost. A roofer can trace the leak from the attic side.

Can a roofer tell me what my policy covers?

No. Florida law bars roofing contractors from advising on coverage or adjusting claims unless they hold a public adjuster license. They also cannot offer anything of value for an inspection or claim.
