Sanford is the Seminole County seat, and the extra roofing rules of the High-Velocity Hurricane Zone cover only Miami-Dade and Broward. Your building follows the 2023 Florida Building Code. The Ninth Edition applies to permit applications filed on or after December 31, 2026, so the filing date can matter.

Ask the City of Sanford Building Division to confirm the current permit steps. Record the Notice of Commencement and post it at the job site before the first inspection. Permit clocks run 6 months, so start work promptly after issuance.

Minimum design slope for new built-up, modified bitumen, single-ply, foam and liquid-applied roofs is one-fourth unit in 12. Where a parapet traps water, the code calls for secondary overflow drains or scuppers. Ask any bidder where the overflow sits and how drainage will be confirmed within 48 hours of rain.

Many of the county's units were built before 1980 (29.1 percent), so some older buildings may carry roofs that have been covered more than once.

Does Sanford fall under the High-Velocity Hurricane Zone rules?

No. The High-Velocity Hurricane Zone consists of Broward and Miami-Dade counties only. Seminole County follows the standard 2023 Florida Building Code, so the HVHZ uniform permit application and the HVHZ rule against loose-laid ballasted roofs do not apply to a Sanford building. Wind-borne debris rules and statewide product approval still apply, so ask any bidder to show the approval for the roofing product.
