Where Forest City roofs fail in storms

Seminole County has taken Matthew in 2016, Irma in 2017, Ian and Nicole in 2022, and Milton in 2024. Irma left 4,939 of 7,125 assessed residential structures affected. Milton brought gusts of 60 to 75 mph, locally 84 mph, and 6 to 10 inches of rain.

Wherever Florida code calls for flashing, you will tend to find leaks: where walls meet the roof, where the slope changes, and around roof openings. Check those first after a storm, along with vent pipes and chimney edges. A bad flashing joint is a repair job, not a reason to replace the roof.

The ridge deserves a close look. FEMA notes that losing ridge vents can open large holes in the roof deck, and one example house had ceilings collapse though only ridge shingles and vent were lost. Soffits also have a poor record in hurricanes.

Repair or replace: the 25 percent rule

In any 12-month period, Florida code limits patching to 25 percent of a roof or roof section. After repairs go past that limit, you have to replace or recover the whole roof section. The exception applies only when the roof was built, repaired or replaced to the 2007 Florida Building Code or a later edition. Local governments may not amend that exception.

Only 4.9 percent of Forest City housing units were built in 2010 or later, against 12.3 percent countywide. That suggests relatively few roofs here started under recent code. Ask any roofer which code edition your roof was last built under before you accept the word repair.
