New construction ยท Casselberry
New construction roofing in Casselberry, FL
Only 10.9 percent of Casselberry's homes were built in 2010 or later, according to the American Community Survey, so most roofs you see here are older than the newest code. New construction here still has to meet current Florida rules for decking, underlayment and product approval. The steps below cover what the permit office and the inspector check before the roof is finished.

Code and permits
Your new Casselberry roof falls under whichever code edition the county has adopted
Permits filed now fall under the 2023 Florida Building Code, Eighth Edition, which took effect December 31, 2023. Any permit application submitted on or after December 31, 2026 must follow the Ninth Edition instead. Casselberry's permits come from the City of Casselberry Building Division.
Because so few Casselberry homes are newer than 2010, a new build here is usually the exception on its street. Expect the plan reviewer to ask for the roof sheathing, underlayment and drip edge details in full, not a reference to the old drawings.
What gets inspected
Deck, underlayment and product approval checks
- Roof sheathing fastened with ASTM F1667 RSRS-03 ring shank nails where the sheathing is thicker than 15/32 inch.
- One of three dry-in options for shingle, metal and similar roofs, with the underlayment method named on the plans.
- Shingle drip edge fastened every 12 inches on center at eaves and gables, or every 4 inches where wind speed or roof height is higher.
- A statewide product approval number for each roofing product listed on the permit application.
Check any product number yourself. The Florida Building Commission public search takes an FL number, a manufacturer name or a code version from 2001 through 2023. A number that appears on a salesperson's card proves nothing until it shows up in that search.
Timing the work
Plan the roof around the build and the inspections that go with it
The roof inspection comes after framing and sheathing. The inspector checks sheathing and the dry-in before roof covering goes on, and the final inspection comes last. Plan the roofer's crew to arrive when the sheathing inspection is passed, not before.
Permits also have clocks. Your permit lapses if work hasn't begun within 6 months of issue, or if it sits idle for 6 months. Schedule the roof inside that window so the crew does not have to reapply.
Questions
New construction roofing in Casselberry: questions
What is the 25 percent roof rule in Florida?
Under the 25 percent rule, if you repair, replace or recover more than a quarter of an existing roof within 12 months, the entire roof must meet current code. It applies to existing buildings rather than new construction, but it shapes how a Casselberry homeowner plans a later repair. Confirm the current text and any exception with the City of Casselberry Building Division before you start.

How old are most homes in Casselberry?
Casselberry homes have a median build year of 1983, give or take 2 years. Only 10.9 percent of homes were built in 2010 or later. That suggests many roofs here are older than the current code, which matters if you plan a roof on an older house.

Are gutters required on a new roof in Casselberry?
Gutters with downspouts are required on new buildings whose eaves project less than 6 inches, except at gable end rakes or on a roof above another roof. Route downspout outlets to end at least 1 foot away from the wall. The permit plans should show both. Many Casselberry homes date to around 1983, so inspectors often see older eave details during re-roof permits, which makes clear gutter and downspout drawings especially useful when updating an existing structure.

Does the builder have to warrant a new Casselberry home?
Yes, under Florida Statute 553.837 a builder must cover construction defects in equipment, material or workmanship that cause a material violation of the Florida Building Code for 1 year after the original conveyance of title or initial occupancy, whichever comes first. Casselberry has about 28,794 residents according to the 2020 Census, and many local homes were built with that protection in mind. The law does not cover everyday aging, ground movement, damage you cause yourself, or natural disasters. Ask the builder for the written terms and check them against your contract so you know exactly what is covered and for how long.
