New construction roofing in University, FL

About 20.6 percent of homes in University were built in 2010 or later, so a large share of local roofs are still new. Which code edition your new roof permit will follow

The 2023 Florida Building Code, now in its Eighth Edition, is the edition that governs permits filed in University today. Since the Ninth Edition is set to start December 31, 2026, a permit filed in University after that date falls under it instead. A permit filed in early 2026 has about nine months under the current edition.

Orange County's Division of Building Safety handles roof permits for University. Roof filings and inspection calls for University are made through the county's Fast Track portal. Confirm the current submittal list with the building office before you file.

What inspectors check

Roof sheathing must be fastened with ring shank nails. RSRS-03 nails are the standard, and RSRS-01 or RSRS-04 are allowed where the sheathing is 15/32 inch or thinner.

  • Self-adhering polymer-modified bitumen over the whole deck
  • A 3 3/4 inch strip over every deck joint, then approved underlayment across the roof
  • Two layers of listed felt-type underlayment, fastened to the schedule in the code

Shingle roofs need drip edge at eaves and gables. The fastener spacing tightens to 4 inches on center where design wind speed is 110 mph or more, or where mean roof height exceeds 33 feet.

Roofing inspection comes after framing and sheathing. The sheathing inspection can be done with the dry-in inspection or separately, once all roof and wall sheathing and fasteners are complete. Plan the roof crew's schedule around that call.

Gutters are required where eaves project less than 6 inches, and downspouts must discharge at least 1 foot from the sidewall. Coordinate gutter and downspout work with the roof so the final inspection is clean.

Builders must warrant new homes for 1 year against code-violating defects in materials and workmanship. Normal wear, settling, owner-caused defects and natural disasters fall outside that coverage. Ask your builder which roof subcontractor they used and get that in writing.

Do I need a licensed roofer for a new home roof in University?

Usually yes. Any general or residential contractor who hands roofing work to someone else has to use a subcontractor holding a roofing certificate or registration. The exception covers asphalt or fiberglass shingles, or wood shingles and shakes, on a new building the contractor built itself. What is the 25% roof rule in Florida?

The rule limits repairs or replacement to 25 percent of the roof area in any 12-month period, unless the entire roof system is replaced. A roof built to the 2007 Florida Building Code or later can be repaired without bringing the whole roof to current code, but only the repaired part must meet current code. In University, where the median home was built in 1994, many roofs predate that code, so confirm how the rule applies to your roof with the Orange County building office.

Florida law places roofing work in a category that requires statewide approval. Look up the product's FL number in the Florida Building Commission product approval search. In Orange County, the approval number belongs on the permit application, and University's new-build share of 20.6 percent means many permits will carry one. A product may not be marketed as impact or windstorm protection unless it holds an approval.
