Condo boards and the reserve study

Florida requires a residential condominium association to complete a structural integrity reserve study at least every 10 years for each building three habitable stories or higher. The roof is the first item on its list, and the study gives each item's estimated remaining useful life (Fla. Stat. 718.112(2)(g)).

In a city whose median building dates to 1976, that study is often where an aging roof first appears as a dated line in the budget. It turns the next re-roof from a surprise into a scheduled project.

Low-slope roofs

Ponding, scuppers and edge metal

New low-slope roofs need a design slope of at least one-fourth unit in 12, or 2 percent, whether built-up, modified bitumen, single-ply, spray foam or liquid-applied (FBC-B 1507).

The code defines positive drainage as a roof that drains within 48 hours of rain, and NRCA uses the same 48-hour test for ponding. Sarasota's summers give that test steady practice: about 60% of the 49.05 inches a normal year brings at the airport falls June through September.

Where a parapet would trap water if the main drains back up, the code requires secondary overflow drains or scuppers (FBC 1503.4.1). Perimeter metal on built-up, modified bitumen and single-ply roofs must be designed for code wind loads and tested to ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504.5). After Milton's 2024 landfall on Siesta Key, that edge metal deserves a close look.

Coat, recover or tear off

  1. Count the roofs already on the building. Two or more means a tear-off to the deck.
  2. Map wet or deteriorated areas with a moisture survey confirmed by core cuts. A water-soaked roof is no base for a recover.
  3. Test drainage against the 48-hour rule, and check that any coating chosen is rated for the ponding that remains.
  4. Check the 25% rule and the roof's code era before planning a partial job.
  5. Ask for the product approval number of the system proposed.

Inside city limits, commercial roof permits also run through the City of Sarasota's Building & Permitting office. A Notice of Commencement must be recorded and posted before the first inspection, and the permit card warns that skipping it can mean paying twice (FBC-B 105.8; Fla. Stat. 713.135).

Can we coat our Sarasota flat roof instead of replacing it?
