10.2 inches an hour, five minutes at a time
NOAA's Atlas 14 point inside the city limits gives these rates for a 10-year storm: 10.2 inches an hour over five minutes and 3.07 over a full hour. A 100-year storm lifts the five-minute rate to 13.7. Across the ten Florida reference points in the state table, the same rate runs from 8.71 at Orlando to 11.3 at West Palm Beach, so Sarasota sits toward the wet end.
The yearly total is high too: 49.05 inches at Sarasota-Bradenton International Airport in a normal year, about 60% of it June through September. Low ground and open water are never far, since water covers 39.0% of the city's area. Debby showed the extreme, with over 500 high-water rescues along the Myakka River and in the Pinecraft and Philippi Creek neighborhoods.
Sizing
Sizing for a Sarasota downpour
Florida's plumbing code sizes gutters by flow. At a slope of 1/8 inch per foot, a 5-inch half-round gutter carries 74 gallons a minute and a 6-inch one carries 110, about 49% more (FBC-P Table 1106.6).
One gallon a minute drains 96.15 square feet of roof in rain falling at 1 inch an hour (SMACNA, via Berger). The plumbing code sizes drains on the 100-year hourly rate, 4.24 inches an hour at the city's point, while burst-based gutter sizing uses the 5-minute rate. By our arithmetic, not a code rule, a 6-inch half-round gutter at 1/8-inch slope serves about 2,494 square feet of roof plan area on the hourly basis but only about 1,037 at the 10.2-inch burst.
Downspouts set the exit. A 3-inch round leader carries 92 gallons a minute and a 4-inch round one 192 (FBC-P Table 1106.3).

Code and coast
The 6-inch eave rule and bay air
Florida requires gutters and downspouts on buildings whose eaves project less than 6 inches, except at gable rakes and on a roof above another roof. Downspouts must discharge at least 1 foot from the wall (FBC-R R318.5).
Gutters and leaders must be metal or approved plastic, with lapped, soldered or caulked joints and corrosion-resistant fasteners compatible with the gutter (FBC-R R903.4.2). On Lido, St. Armands, Bird and northern Siesta keys, salt air makes that fastener rule matter, and one hidden-hanger maker recommends clips and 16-inch spacing for coastal, storm-prone homes.

Do Sarasota homes need gutters?
The code requires them on any building whose eaves stick out less than 6 inches, except at gable rakes or on a roof above another roof (FBC-R R318.5). With wider eaves they are optional, but Sarasota's rain argues for them: 49.05 inches in a normal year at the airport, most of it in summer storms. Without gutters that water lands at the foundation. With them, the code wants it discharged at least 1 foot from the wall.

Should a Sarasota house have 5-inch or 6-inch gutters?
Run the numbers before settling on 5-inch. At the same slope a 6-inch half-round gutter carries about 49% more water than a 5-inch one, 110 versus 74 gallons a minute. Sarasota's 10-year, 5-minute burst rate is 10.2 inches an hour, toward the high end of the Florida points in NOAA Atlas 14. A big roof area draining to one run, or a valley dumping into a corner, pushes the answer toward 6-inch and more downspouts.

How often should Sarasota gutters be cleaned?
At least twice a year, spring and fall, is the common insurer advice, and more often under trees (Tower Hill). Florida's pollen season runs January to June and peaks in March and April, and pine needles fall heaviest from September through November (UF/IFAS). Time the spring cleaning before summer, because about 60% of Sarasota's yearly rain at the airport arrives June through September.
