Hurricane Ian brought excessive flooding to North Port in 2022 and almost completely destroyed the city's Holiday Park mobile home community. Roof repair in North Port since then deals with two kinds of damage: wind working at ridges and edges, and long rains finding every tired flashing.

Ridges, hips and flashing after Ian

Ian gave FEMA's assessment team a large sample of Florida roofs, and the damage it saw most often was at hips and ridges, on new roofs and old ones alike; newer coverings generally held up better (FEMA P-2342, via ICC). On a North Port house the ridge line, the hip caps and the ridge vent are the first places to look.

Calm-weather leaks follow the flashing. Florida's code requires it where a wall meets the roof, wherever the slope or direction changes, and around roof openings (FBCR R903.2.1), and those joints are what summer storms test.

Permit, the 25% line and who may do it

Repairs are permit work in North Port: the city's Permitting office treats roofing as structural under the HB 803 exemption rules. Florida's code does let a building official approve ordinary minor repairs without a permit (FBC-B 105.2.2), so ask the city about yours before work starts.

Size sets the next line. More than 25% of a roof or roof section in 12 months means the whole section must meet current code, unless the roof was built to the 2007 code or later (FBCR R908.1.1; Fla. Stat. 553.844(5)). With the median house built in 2005, many original roofs here sit on the older side of that line.

A handyman can take only the smallest jobs. Florida exempts work of a casual, minor or inconsequential nature below a set contract amount from its contractor rules, never a larger job split up to fit, and never anyone who advertises as a contractor (Fla. Stat. 489.103(9)).

Claim clocks and what a roofer may not say

Storm damage starts two clocks under Fla. Stat. 627.70132: one year from the date of loss to give the insurer notice of a new or reopened claim, and 18 months for a supplemental claim.

Florida law also limits what a roofer may offer or say: nothing of value for a roof inspection or a claim, and no reading of your policy or advice on coverage (Fla. Stat. 489.147). What your policy covers is a question for the insurer or your agent, not the roofer.

Why does my North Port roof leak only in heavy rain?

Because wind-driven rain reaches places a light shower never does. The usual entry points are the flashing at walls, slope changes and pipes, a ridge vent that has lifted, and soffits, which FEMA says have historically performed poorly in hurricanes. Rain here can come in bulk: Debby's highest Florida total, 16.98 inches, fell at Sarasota in 2024, and the storm flooded the Myakka River. A leak that shows only in storms often points to one joint rather than the whole roof.

How long do I have to report storm damage to my North Port roof?

Under Fla. Stat. 627.70132, notice of a new or reopened claim on your North Port roof must reach the insurer within a year of the date of loss; a supplemental claim gets 18 months. Write down the date you first saw the damage and keep photos. After a citywide event like Ian, which brought excessive flooding to North Port in 2022, those dates are easy to lose track of. A roofer may not interpret your policy or advise on coverage (Fla. Stat. 489.147), so take coverage questions to your insurer or agent.
