Heavy rain from Hurricane Helene in 2024 was followed less than two weeks later by Milton's storm surge, and houses flooded by Helene were destroyed in Milton. Most Englewood roofs saw wind and water, not only surge. Here is where they fail and when a repair is enough.

Where Englewood roofs fail in a hurricane
Helene put 4 to 6 feet of water above ground level between Venice and south of Englewood. Water that high does not reach a roof. The roof damage came from wind and rain on a housing stock where 80.9 percent of homes were built before 2000.
According to FEMA's field teams, roof covering that had been damaged was a primary way water got inside. Leaks also follow the places flashing is required: wall and roof joints, changes of slope, and openings such as vent pipes and chimneys. Check those spots first.
After that, look at ridge vents and soffits, which are the next weak points. FEMA notes that losing a ridge vent can open large holes in the roof deck, and that soffits have performed poorly in hurricanes. A ceiling can collapse even when the only visible damage is missing ridge shingles.
About 23.6 percent of Englewood's housing units are mobile homes. Those follow the HUD code, not the Florida Building Code lines used for site-built roofs.
The 25% rule
The 25% rule explained: when to repair and when to replace
Florida's code caps repairs at 25 percent of a roof or roof section within any 12-month period. Beyond that limit, the entire roof section has to be replaced or recovered. Should your roof have been built, repaired or replaced under the 2007 Florida Building Code or a later edition, current code applies only to the part being repaired.
With a median build year of 1982 for Englewood homes, many roofs here have been replaced since. That is only a guess about the homes. Your permit records show which code your roof was built to.
Roof permits in unincorporated Sarasota County go through Sarasota County Planning and Development Services. Small repairs may be handled as ordinary minor repairs at the building official's discretion. Before work begins, check with the building office to confirm what applies. What to do safely after a storm
- Stay off a wet or damaged roof. Look from the ground.
- Photograph missing shingles, exposed felt, bent vents and any attic leaks.
- Place a tarp only if you can do it from a ladder at the eave, never on the slope.
- Keep receipts for temporary repairs.
The season for hurricanes stretches from June 1 through November 30, with activity peaking near September 10. Helene and Milton both came in that window. Sarasota County also saw Ian's record Myakka River flooding in 2022.
When your roof is 15 years old or more, your insurer must allow an authorized inspector to examine it, and you cover the cost. What your policy says is something your insurer or agent can confirm for you. Under Florida law a contractor may not advise you on coverage or solicit a claim.

What is the 25% roof rule in Florida?
Unless the whole roof section is replaced or recovered, the code allows at most 25 percent of a roof or roof section to be repaired, replaced or recovered within any 12-month period. There is one exception. A roof built, repaired or replaced to the 2007 Florida Building Code or later only needs the repaired portion to meet current code. That 2007 code took effect March 1, 2009. Ask the Sarasota County building office for your permit history.

Does a small roof repair in Englewood need a permit?
The code requires a permit to repair a building, but ordinary minor repairs may be made without one if the building official approves. In unincorporated Englewood that official is in Sarasota County Planning and Development Services. Our look at the county page was partial, so confirm with the building office before work starts. Part of Englewood lies in Charlotte County, where the rules may differ.

Where do roofs leak most after a hurricane?
Flashing at wall joints, vent pipes and chimneys, and lost ridge vents or ridge shingles. FEMA found damaged roof covering a primary source of water intrusion after storms. Soffits also fail and let water in. After Helene in 2024, Englewood saw heavy rain on a housing stock where 80.9 percent of homes predate 2000.

How long do I have to report storm damage to my insurer?
A new or reopened property claim is barred when your insurer gets no notice within 1 year of the date of loss. A supplemental claim has 18 months. Helene hit in 2024, so check your own dates against those limits. Contact your insurer or agent about your policy. Policies issued on or after January 1, 2023 do not allow assigning post-loss benefits.
