Sarasota Springs is an unincorporated CDP, so your re-roof permit comes from the Sarasota County building office. Before you sign anything, check with that office about the submittal steps currently required. The county also offers virtual inspections for re-roof permits, covering the dry-in and flashing stage and the roof-in-progress stage.
A Sarasota County roof sits outside the zone reserved for Broward and Miami-Dade, so the standard Florida Building Code governs it. The Ninth Edition governs any application filed on or after December 31, 2026, and the 2023 edition has applied since December 31, 2023. A bid priced now should say which edition governs your submittal date.
The 25 percent rule matters on a multi-section roof. If repairs or replacement affect over 25 percent of a roof section within a 12-month span, you must replace or recover the whole section. The exception applies only if that roof was built, repaired or replaced under the 2007 code or later.

Recovering is off the table when the existing roof is water soaked or already has two or more coverings on it. The code then requires you to strip the roof down to the deck.
