Who permits commercial roofing in Englewood

Englewood is an unincorporated community split between two counties. Sarasota County's building office handles roof permits on the Sarasota side, where 15,386 of the 20,800 residents lived in 2020. Confirm with that office which side of the line your parcel sits on, because the county's online page was only partly readable when we looked.

The High-Velocity Hurricane Zone covers only Broward and Miami-Dade, so its uniform roofing permit application and Notice of Acceptance products do not apply here. Your roof follows the Florida Building Code, and the Ninth Edition governs applications filed on or after December 31, 2026.

For re-roof permits in Sarasota County, you can have inspections done virtually at two points, the dry-in and flashing stage and the roof-in-progress stage. Ask the office whether your commercial permit qualifies. Permits also expire when the work has not begun within 6 months of the date of issue.

Roof systems

Flat roofs call for drainage systems and low-slope roofing assemblies

New low-slope roofs need at least one-fourth unit of slope in 12 under the code, whether built-up, modified bitumen, single-ply or sprayed foam. Under the code, positive drainage means no standing water remains 48 hours after rain. That standard matters in Englewood, where Sarasota-area normals run about 49 to 51 inches a year and roughly 60 percent falls from June through September.

Roofs with parapets that can hold water need secondary overflow drains or scuppers, according to the code. Single-ply membranes such as TPO and EPDM must meet named ASTM standards, so ask each bidder which standard their membrane meets.

A flat roof on an Englewood office or retail building falls under the same 25 percent limit as a house roof. Repair, replace or recover more than a quarter of one roof section in 12 months, and the whole section must be redone. The exception applies only if that roof was built or repaired under the 2007 code or later.

  • Ask each bidder to name the membrane, its ASTM standard and the deck slope it assumes.
  • Ask who pulls the Sarasota County permit and who schedules the inspections.
  • Ask how existing rooftop equipment is handled, since the code only requires updating it when it is replaced or moved.
  • Ask how the bid treats a tear-off to the deck, which is required if the old roof has two or more layers or is water soaked.

Helene put 4 to 6 feet of water above ground from Venice to south of Englewood in 2024, and Milton followed less than two weeks later. Ask bidders how they would secure the roof edges, which the code requires to be tested to ANSI/SPRI ES-1 or RAS 111 standards.

Does Englewood fall under the High-Velocity Hurricane Zone rules?

Englewood does not. That zone is limited to Broward and Miami-Dade counties, and Englewood sits in Sarasota and Charlotte counties. Your roof follows the regular Florida Building Code, with wind loads set by Chapter 16. Your contractor should not quote a Miami-Dade Notice of Acceptance as a requirement here, though a product with one may still be used where the local building official allows it. Does the 25 percent rule apply to a commercial roof?

Yes. The code says no more than 25 percent of a roof area or section may be repaired, replaced or recovered in any 12-month period unless the whole roof section is replaced or recovered. The exception covers a roof only when it was built, repaired or replaced under the 2007 Florida Building Code or any later edition. A property manager should ask for the roof's work history before planning a repair.

How flat can a new commercial roof be?

The minimum design slope for new built-up, modified bitumen, single-ply, foam and liquid-applied roofs is one-fourth unit in 12, or 2 percent. The code also defines positive drainage as water clearing within 48 hours of rain. With about 60 percent of Sarasota-area rain falling from June through September, ponding is the first thing to ask bidders about.
