Associations, reserve studies and roof life
Florida's structural integrity reserve study applies to residential condominium buildings three habitable stories or higher, and it must be redone at least every 10 years. The roof leads its list of items, and the study estimates remaining useful life from a visual inspection (Fla. Stat. 718.112(2)(g)).
With a 1986 median build year citywide, many Venice buildings are old enough that the roof line in their study deserves a close read. A board that reads it early can plan a re-roof for a dry stretch rather than after a storm.

In the Historic Venice district, the Land Development Code sets materials, colors and finishes for all new construction and alterations under the Venice Historic Precedent style. For a storefront with a visible roof, a parapet cap or a tile accent, that review comes before the bid. Permits inside city limits come from the City of Venice Building Department, and a Notice of Commencement must be recorded and posted before the first inspection (FBC-B 105.8).
Rooftop equipment has its own rule. A local government may not require existing roof-mounted mechanical equipment to be brought up to code, except during a re-roof when the equipment is being replaced or moved and does not comply (FBC-B 102.8). Equipment fastened to code on rated stands or curbs is treated as meeting the 2007 code's wind requirements (Fla. Stat. 553.844(4)).
Low-slope roofs
Membranes, drains and the 48-hour test
Single-ply membranes have their own standards in Florida's code, among them EPDM to ASTM D4637 and TPO to ASTM D6878 (FBC-B Table 1507.12.2). Every low-slope covering must also show physical integrity after 2,000 hours of accelerated weathering tests.
Water is judged by the clock. A roof with positive drainage clears within 48 hours of rain, and NRCA uses the same mark for ponding. Venice's normal rainfall is 51.27 inches a year, so a flat roof here gets that test often.
To find wet insulation under a membrane, infrared surveys work because wet areas hold heat longer at night, but the readings need confirming with core cuts (Professional Roofing, NRCA).

What does a Venice condo's reserve study say about the roof?
It lists the roof first and estimates its remaining useful life. How do we find wet insulation under a Venice flat roof?
With a moisture survey checked by cores. Infrared works because wet parts of a roof hold heat longer than dry ones after sunset, but it needs invasive verification, and nuclear-gauge and capacitance readings are relative and must be confirmed by core cuts too (Professional Roofing, NRCA, December 2025). Venice averages 51.27 inches of rain a year, so a membrane that has leaked for one summer may hide a lot of wet insulation.
