By the Census figures, 83.1 percent of homes here were built before 2000, and 61.2 percent before 1980. That suggests many original roofs are long gone and replaced at least once. Still, a house that is 50 years old can carry a roof of any age, so the roof itself needs checking.
Many beach condos and hotels went up in the 1970s and 1980s, after dredging in the 1950s and 1960s added land. Owners make up 66.1 percent of occupied homes, so most of the people deciding on a roof also pay for it.
Insurer rules
Roof questions insurers and the state put to Madeira Beach owners
Florida's 15-year roof rule works in two steps. A roof under 15 years old cannot be the sole reason an insurer refuses to write or renew your policy. Once the roof reaches 15, the insurer must let you hire an authorized inspector, paid by you, before it can act on age.
If that inspector finds 5 or more years of useful life remaining, the roof's age alone is not enough to refuse or drop you. With 83.1 percent of Madeira Beach homes built before 2000, plenty of owners here may see an age letter.
Citizens asks for documented remaining life on soft roofs such as shingle past 25 years, and on hard roofs such as tile or metal past 50 years. An inspector looks for cracked or curling shingles, granule loss, exposed felt, loose or missing tabs and tiles, soft decking and leaks in the attic or on ceilings. A wind mitigation inspection adds attic items you cannot see from the ground, including deck nailing and roof-to-wall connectors, each photographed.
Order one when you buy or sell, when an insurer sends an age letter, or after a storm. Helene put 7.26 feet of water above MHHW at Madeira Beach in 2024, and Eta brought up to a couple of feet of surge in 2020. Wind mitigation forms stay valid for up to five years unless the structure changes.
If repairs follow, Madeira Beach has its own building department. Confirm permit requirements with that office before work starts.

Does a 15-year-old roof mean my Madeira Beach insurer can drop me?
Not automatically. Under Fla. Stat. 627.7011(5), once a roof reaches 15 years, the insurer must let you have an authorized inspector check it at your expense. The insurer may not refuse coverage or non-renew based only on roof age when the inspection shows 5 or more years of useful life remaining. Who can sign a roof inspection for my insurer?
Whoever carries out the inspection, your insurer has to accept the result. The state list includes home inspectors, building code inspectors, general, building or residential contractors, roofing contractors, professional engineers and architects. A contractor, building code inspector or Florida-licensed home inspector must sign Citizens' roof form, and photos of every roof slope go with it. It records the covering material, roof age, remaining useful life, date of the last roofing permit, whether the replacement was full or partial, overall condition and any damage. Do mobile homes in Madeira Beach follow the same inspection rule?
Not under the 15-year statute. Mobile homes are only 1.1 percent of housing units here. According to Senate staff, Fla. Stat. 627.7011(5) leaves mobile home policies out of its scope. Where a mobile home property is more than 20 years old, Citizens does ask for a 4-point inspection with the application. Check your own policy terms with your insurer or agent.
