Soffits, deck nails and the 9th edition on a new Clearwater roof
FEMA's Hurricane Michael advisory found widespread wind damage to soffits and other envelope parts, followed by costly water intrusion from wind-driven rain. The 2007 code began requiring soffits to resist the same wind loads as walls, and FEMA's minimum practice is to fasten soffit panels at both the wall and the fascia.
Deck nailing tightens with wind. The residential code's sheathing table calls for RSRS-03 ring-shank nails (2-1/2 by 0.131 inch) and tightens edge and field spacing from 6 inches to 4 and then 3 as wind speed and exposure rise, within 4 feet of roof edges, ridges and hips (FBCR Table R803.2.3.1).
The 9th edition of the Florida Building Code applies to every application and plan submitted on or after December 31, 2026. Since July 1, 2025, Florida law has also made the builder answer for a year for defects in equipment, material or workmanship that materially violate the code (Fla. Stat. 553.837).

What does Florida's new-home law make a builder responsible for?
Fla. Stat. 553.837, in effect since July 1, 2025, requires a builder to warrant a newly built home for 1 year against defects in equipment, material or workmanship, including a subcontractor's, that materially violate the Florida Building Code. The year runs from the first transfer of title or first occupancy, whichever comes first, and it excludes normal wear, settling, owner-caused damage and acts of God such as a natural disaster. With only 6.5% of Clearwater's homes built in 2010 or later, few owners here have bought new under this law yet.
Does a new Clearwater roof need a sealed roof deck?
For shingle, metal and similar roofs, the dry-in must use one of three underlayment methods (FBCR R905.1.1.1): a self-adhered membrane over the entire deck; a 3 3/4-inch membrane strip or tape over every deck joint with underlayment over the whole roof; or two layers of felt-type underlayment fastened 12 inches apart in the field and 6 inches at laps. With Clearwater Beach and the harbor shore exposed to storms like Milton, which brought hurricane conditions from the beach southward, choose among them on purpose rather than by default.
