Wesley Chapel is an unincorporated community, not a city. Roof permits go through Pasco County Building Construction Services, not a town hall. Wesley Chapel is the largest place in Pasco County by 2020 Census count, at 64,866 people, so the county office handles a heavy share of local roofing paperwork.

The stricter High-Velocity Hurricane Zone rules apply only in Miami-Dade and Broward. Your building follows the standard Florida Building Code, which has a wind-borne debris region of its own for areas with high design wind speeds. A Miami-Dade Notice of Acceptance can be used elsewhere only where the local building official allows it.

Plan for the code calendar. A permit application filed in Pasco County before the end of 2026 falls under the current edition. Anything submitted on or after December 31, 2026 must meet the Ninth Edition, so a bid signed late in the year may be held to different rules.

Flat roof basics

Low-slope systems and drainage on Wesley Chapel buildings

Edges and uplift matter on a flat roof. Metal edge systems on low-slope roofs must be designed for wind loads and tested to ANSI/SPRI ES-1 or RAS 111. Ask for that test result in writing.

A recover over an old roof is barred where the old roof is water soaked or already has two or more roof coverings. In those cases the job is a tear-off to the deck.

Check the contractor's license first. Florida law defines roofing work, including deck attachment and sheathing repair, and a general contractor may not advertise as a roofing contractor without roofing registration. Verify the license with the state before you compare anything else.

Compare the scope line by line. Each bid should name the system, the slope, drainage changes and any deck repair. Statewide product approval applies to roofing products, so ask for the approval number and look it up in the Florida Building Commission search.

Watch the 25 percent rule. Repairing or replacing more than 25 percent of a roof section in 12 months triggers replacement of the whole section, unless the roof was built or redone under the 2007 code or later. Wesley Chapel's newer stock helps: 33 percent of its units date from 2010 or later, so some roofs may qualify for the exception.

Permit timing is in the code too. A permit lapses if work does not start within 6 months. Also confirm who records the Notice of Commencement, since the code warns owners they may pay twice if it is skipped.
