Zephyrhills has 126 contributing structures from the 1910s to the 1940s, and the Zephyrhills Downtown Historic District is also on the National Register. If your building is one of the contributing structures, the city requires a Certificate of Appropriateness before it issues any permit for repairs. Confirm your building's status with the Building Department before you ask for bids.
The Building/Code Enforcement Department issues both residential and commercial permits in the city. The 2023 Florida Building Code applies today. Applications submitted on or after December 31, 2026 must meet the Ninth Edition instead.

The strict High-Velocity Hurricane Zone rules apply only in Miami-Dade and Broward. Zephyrhills follows the standard Florida Building Code. That code sets a minimum slope of one-fourth unit in 12 for built-up, modified bitumen, single-ply, foam and liquid-applied roofs.
Drainage decides how long a flat roof lasts. Positive drainage means water leaves the roof within 48 hours of rain. Where drains are required and parapets can trap water, the code calls for secondary overflow drains or scuppers. Hurricane Debby put 8.74 inches of rain near Zephyrhills in 2024, so check the overflow before the next storm.
The 25% rule applies to commercial roofs too. If you repair or replace more than 25 percent of a roof section in 12 months, the whole section must be replaced or recovered.
