Building new in West Palm Beach
New construction is a thin slice of a city whose median home dates to 1988, two years newer than the county's. Countywide, the Census Bureau's permit survey counted 2,495 single-family units permitted in 2025, down from 4,244 in 2020, plus 1,503 units in 67 buildings of five or more units, more than a third of the year's total. Multi-unit building is already a big part of the city's housing: 38.5% of homes here are in buildings of 10 or more units.
Permits inside the city come from the Development Services Building Division. The code lists the inspections for a new building in order: foundation, framing, sheathing with the roof dry-in, exterior wall coverings and soffits, roofing, and final (FBC-B 110.3). The roof appears twice, so build both visits into the schedule.
Flood paperwork is changing too. From October 1, 2026, Palm Beach County's Building Division requires a Flood Legend with new-construction permit applications; ask the city's Building Division about its own requirement for your lot.

What a new West Palm Beach roof is built to
Roof sheathing on a new house is fastened with ring-shank nails, ASTM F1667 RSRS-03, or RSRS-01 or RSRS-04 on panels 15/32 inch or thinner (FBC-R R803.2.3.1). Shingle and metal roofs then get one of three dry-in methods: a fully adhered membrane over the whole deck, membrane strips or tape over every joint under the underlayment, or two layers of felt-type underlayment (R905.1.1.1).
Where eaves project less than 6 inches, the code requires gutters and downspouts that discharge at least 1 foot from the wall (R318.5). FEMA's Hurricane Michael advisory adds that soffits should be fastened at the wall and the fascia, since the 2007 code requires them to resist wall-level wind loads.
Since July 1, 2025, Fla. Stat. 553.837 requires the builder to warrant a new home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Normal wear, settling, owner-caused defects and natural disasters are excluded. That is the builder's duty under the statute.

Which code edition applies to a new home I permit in West Palm Beach?
It depends on the date the permit application goes in. The Eighth Edition, the 2023 Florida Building Code, has governed new permits since December 31, 2023, and any application filed on or after December 31, 2026 has to meet the Ninth Edition instead. If your plans are drawn now and submitted around that date, ask the city's Building Division in Development Services which edition your review will use, since the roof details follow the edition.
Can I be my own builder on a new house in West Palm Beach?
Florida's owner-builder exemption lets an owner who acts as his or her own contractor, and personally supervises the work, improve a one- or two-family residence for their own use (Fla. Stat. 489.103(7)(a)1.). The roof still has to meet the code and pass the sheathing and roofing inspections like any other. Ask the city's Building Division what it requires of owner-builders before you apply, and plan who will install the roof itself.
Does a new home in West Palm Beach need gutters?
Only in some cases under the code. FBC-R R318.5 requires gutters with downspouts where the eaves project less than 6 inches, except at gable-end rakes or a roof above another roof, and the downspouts must discharge at least 1 foot from the wall.
