Roof replacement in West Palm Beach, FL

Close to four in ten West Palm Beach homes, 37.7%, were built before 1980, more than two decades before Florida's first statewide building code. Re-roofing one means bringing its deck fastening, water barrier and flashing up to the current code, with the city's Building Division inspecting the work twice.

What the code adds when an older city roof comes off

The median home in the city dates to 1988, and Florida's statewide code arrived on March 1, 2002. Once the old covering is off a house with a wood deck, the code requires two upgrades: deck attachment that meets R908.7.1, and a secondary water barrier under the new roof (FBC-R R908.7).

Deck attachment usually means more nails. Table R908.7.1.2 says plywood or OSB held by staples or 6d nails, at any spacing, gets supplemental fasteners no more than 6 inches apart; so does a deck with 8d nails spaced wider than 6 inches. The added nails are ring-shank, at least 2-1/4 inches long.

The water barrier has three code paths for shingle and metal roofs: a self-adhering membrane over the whole deck, a 3-3/4-inch membrane strip or tape over every deck joint with underlayment on top, or two layers of felt-type underlayment fastened on a tight pattern (FBC-R R905.1.1.1). Florida's wind mitigation form counts all three as a sealed roof deck; plain underlayment alone does not count.

Historic houses add a step. The city's Historic Preservation program sets rules for changes to designated properties, so settle the roof material and color with that office first.

Permit

The permit, two inspections and the 25% rule

Re-roof permits inside the city come from the Development Services Building Division. The code exempts re-roofs from plan review (FBC-B 107), but not from the inspections (FBC-B 110.3):

  • Sheathing: the roof deck, its fasteners and the dry-in, checked before the new covering hides them.
  • Roofing: dry-in, insulation, roof coverings and flashing, checked at a minimum.

Thinking of replacing only the worst slope? Florida's 25% rule allows no more than a quarter of a roof or roof section to be repaired, replaced or recovered in 12 months unless the whole section is brought to code (FBC-R R908.1.1). The exception in Fla. Stat. 553.844(5) helps only when the existing roof was built or replaced under the 2007 code, which took effect on March 1, 2009, or a later edition.

How long does a West Palm Beach re-roof permit stay valid?

Under the Florida Building Code, a permit becomes invalid if work doesn't start within 6 months of issue, or if work is suspended or abandoned for 6 months (FBC-B 105.4.1). A job counts as in active progress when the permit has passed an inspection within the last 180 days. The city's Building Division can tell you the status of a permit on your address, which also matters later: the Citizens 4-point form asks for the date of the last roofing permit.

Can a new roof go over the old shingles on my West Palm Beach house?

Sometimes not, and the code decides. A full tear-off is required when the old roof is water-soaked or too deteriorated to be a base, when it already has two or more layers, or when it is wood shake, slate, or clay or cement tile (FBC-R R908.3). The 8th Edition also marks its roof re-cover sections 'Reserved,' so ask the city's Building Division how it treats an overlay before planning one. On a house from the city's 1988 median year, a tear-off also lets the deck nailing be checked against today's table.

Will a new roof change my West Palm Beach wind mitigation report?

It changes what the report records. The state form, OIR-B1-1802 (Rev. 04/26), asks about deck attachment, roof-to-wall connections, the roof covering and its product approval, and whether there is a secondary water barrier. A re-roof to current code adds re-nailing and a sealed deck, so a new inspection after the job documents them; the form stays valid up to five years if nothing material changes. What any credit is worth is between you and your insurer or agent. Half the city's homes predate 1988, so an older report may describe an earlier roof.
