New construction roofing in Windermere, FL

Only 9.5 percent of Windermere's homes were built in 2010 or later. That leaves most roofs here older than the newest code editions, so a new roof on an existing structure follows different rules than a new build. If you are planning a new house or a full roof on a newer home, the steps below cover the permit, the deck, the underlayment and the inspections in order.

Permits and inspections

Who issues the permit and runs the inspections

Windermere's building permits and inspections are handled by PDCS, LLC on the town's behalf. The town's Building Department lists this as the place to start. Confirm the current contact with that office before you submit plans, because the check was made on a single date.

Orange County's Division of Building Safety handles new permit applications and inspection requests through its online Fast Track portal for the county. Ask the Windermere office which system applies to your parcel before you file anything.

What the inspector checks

What goes into a new roof: decking, underlayment, and drip edge

Inspectors work through the roof following a fixed sequence. Framing comes first, then the sheathing, then the roofing itself with its dry-in, insulation, covering and flashing. The sheathing inspection can be done as part of the dry-in or separately once all roof sheathing and fasteners are complete.

  • Roof sheathing nails must meet the ASTM F1667 RSRS-03 standard, with RSRS-01 or RSRS-04 allowed on sheathing 15/32 inch or thinner.
  • Dry-in needs one of three options: a full self-adhering membrane, membrane strips over every deck joint, or two layers of approved felt fastened to the schedule.
  • Drip edge at the eaves and gables is fastened at 12 inches on center, or 4 inches where design wind speed is 110 mph or more or the mean roof height exceeds 33 feet.

Which code applies

Code edition, product approval and the Ninth Edition deadline

Applications filed on December 31, 2026 or later are governed by the Ninth Edition of the Florida Building Code. Plans filed before that date stay under the 2023 Eighth Edition, which took effect December 31, 2023. Schedule your submittal with that date in mind.

Florida requires statewide product approval for all roofing products. Check the approval number on the product you select against the Florida Building Commission's public search, which lists approvals by FL number, manufacturer and code version.

What is the 25% roof rule in Florida?

On an existing building, no more than 25 percent of the total roof area can be repaired, replaced or recovered in any 12-month period unless the entire roof system is replaced. A roof built or repaired to the 2007 Florida Building Code or later can be exempt, so ask the Windermere Building Department how the rule applies to your roof before you start. Fla. Stat. 553.844 bars local governments from changing that exception by ordinance.

What is the new law in Florida about roofs?

Since July 1, 2025, Fla. Stat. 553.837 requires a builder to cover a newly constructed home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Protection stops short of normal aging, ground settling, problems the homeowner creates, and damage from storms or other natural events. Many homes in this area were built around 1989, so older roofs may fall outside this new builder obligation entirely. Read the statute's exact terms with your builder or an attorney.

Who may install tile or metal on a new home in Windermere?

A general contractor without a roofing certificate or registration must assign the roof portion of the job to a licensed roofing subcontractor. On a building it constructs itself, a builder can put down asphalt or fiberglass shingles. Tile, metal, and membrane roofs must be handled by a roofing contractor holding certification or registration. Many homes in Windermere were built around 1989, so older roofs in the area often need a contractor with that specialized credential when they are replaced. Check the license on any contractor you hire through the state's license lookup before work begins.
