Pine Hills is an unincorporated census-designated place, so the Orange County Division of Building Safety issues the permit. All new permit applications and inspection requests go through the county's Fast Track online portal.

The Florida Building Code requires a Notice of Commencement to be recorded and posted before the first inspection on a job above the statutory threshold. Skipping it can mean paying twice for the same work.

A permit also expires if work does not start within six months of issuance, or if work stops for six months. Ask any bidder how they will keep the permit active through the job.
