Housing age
How old are Horizon West roofs?
In Horizon West, 73.7% of housing units were built in 2010 or later. Countywide, that share is 19.3%. Only 1.1% of homes here predate 1980, against 26.1% across Orange County.
That suggests many original roofs here have not yet reached 15 years, the age that triggers Florida's insurer rule. Homes built early in the 2010s reach that line first. At 15 years, Florida lets you hire an authorized inspector at your own expense. If that inspector finds 5 or more years of useful life, the insurer cannot cite roof age alone as its reason to refuse or non-renew.
Mobile homes are 0.3 percent of housing units here, against 3.1% countywide. Insurer roof-age rules in Florida's statute do not apply to mobile home policies, so a mobile home owner should ask the insurer directly.
Inspection scope
What a roof inspection checks
An inspector looks at the covering, its age, remaining useful life, permit history and any leaks. The insurer's checklist also names cracking, curling, granule loss, exposed felt, missing or cracked tabs or tiles, soft decking and signs of water in the attic.
A wind mitigation inspection is separate. On form OIR-B1-1802, the inspector records the building code era, roof slope, deck attachment, roof-to-wall connections and sealed roof deck. The signer must inspect personally. Because most Horizon West homes date from 2010 or later, the code era question on that form will matter for many owners.
Citizens asks for a 4-point inspection once a property passes 20 years, which few Horizon West homes have. Its roof section records material, age and remaining life. Citizens also wants documentation of five years of remaining life for shingle roofs older than 25 years, or hard roofs older than 50 years.
Timing
When to order an inspection in Horizon West
With 65.7 percent of occupied homes owner-occupied, many roofs here belong to people who may sell or get a new loan. Order an inspection before listing, or before you close on a purchase, so the roof's condition is on paper.
After a storm, inspect before the claim clock runs. Notice of a new or reopened claim must reach the insurer within 1 year of the loss. Hurricane Ian in 2022 caused one indirect death in Orange County when a man fell from a ladder clearing debris, so stay off the roof yourself.
Repairs or replacement need a permit from the Orange County Division of Building Safety, which takes requests through its Fast Track portal. Coverage questions go to your insurer or agent, because Fla. Stat. 489.147 bars a roofer from advising you on coverage.
Questions
Roof inspections in Horizon West: questions
Does my Horizon West roof need a 15-year inspection?
No law forces an inspection at a set age, but the age of your roof matters to your insurer. A homeowner's policy cannot be denied or left unrenewed by an insurer in Florida when the only stated reason is a roof under 15 years old. Once a roof is 15 years or older, the insurer must let you have an authorized inspector check it at your expense. Roof age alone cannot be the insurer's basis for refusing or non-renewing coverage once that inspection finds 5 or more years of useful life remaining. The median home in Horizon West was built in 2014, so many roofs here are still under 15 years old.

What does the roof section of the 4-point form ask?
It records covering material, roof age, remaining useful life, the date of the last roofing permit, full or partial replacement and the percentage replaced, overall condition and a damage list. Photos of each slope can stand in for the separate roof form. Citizens requires a 4-point for properties over 20 years old, which few Horizon West homes reach, since only 1.1% were built before 1980.

Is a wind mitigation inspection the same as a roof inspection?
No. A wind mitigation inspection fills out form OIR-B1-1802 and checks roof deck attachment, roof-to-wall connections, sealed roof deck and opening protection. A roof inspection reports condition and remaining life. Because 73.7% of Horizon West homes date from 2010 or later, the building code era entry on that form applies to many owners here.
