Re-roofing a pre-1980 Hialeah house
The deck is where an old house shows its age. Florida law adds a secondary water barrier and stronger roof-deck attachment to the re-roof of any site-built single-family home (Fla. Stat. 553.844(3)), and in the HVHZ no new roof may go over sheathing that is water-soaked, deteriorated or not fastened to the current code (FBC-B 1521.5). On a 1975-era house, leave room in the budget for sheathing work until the tear-off shows what is there.
Some Hialeah houses also get roof-to-wall work. Where a home is in the wind-borne debris region and above a value the statute sets, the re-roof adds improved roof-to-wall connections, but only if evaluating and installing them at the gable ends or corners costs no more than 15% of the job. On hip-and-gable houses, gable ends come first unless the hip is more than 1.5 times wider.

What is a Notice of Commencement on a Hialeah re-roof?
A recorded notice that protects an owner from paying twice. The Florida Building Code requires the permit card to warn that failing to record a Notice of Commencement can mean paying twice for the same improvements, and the notice must be recorded and posted on the job before the first inspection.
