The county asks for the installation documents for the underlayment and roof covering, plus inspection photos of drip edge, flashing, underlayment fasteners, penetrations and the shingle nail pattern on every roof plane. After the sheathing, fastener and roofing inspection, an affidavit is signed and notarized. Owner-builder permits get in-person inspections.

Where the contract is large enough, a Notice of Commencement must be recorded and posted before the first inspection. A warning on the permit card says that skipping the permit could leave you paying twice. Should work fail to begin within 6 months of the permit being issued, the permit also expires.

Roofing work in Florida includes required roof-deck attachments and any repair or replacement of wood sheathing found during the job. The county's sheathing and fastener inspection is where loose decking gets caught, before new covering goes on.

The 25 percent rule says repairing or replacing more than 25 percent of a roof in 12 months means the whole roof section must be brought to current code. This exception only holds when that roof was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition. A 2003 median build year does not tell you that, so check your own roof's permit history.

Permit applications filed on or after December 31, 2026 fall under the Ninth (2026) Edition of the code. The 2023 edition applies until then.

Who issues the roof permit in Pine Ridge?

The Citrus County Building Division issues it. Pine Ridge is outside the city limits of Inverness and Crystal River, which run their own permitting. The county requires product-approval installation documents, inspection photos uploaded through the contractor portal, and a notarized affidavit after the sheathing, fastener and roofing inspection. Is my Pine Ridge roof old enough that my insurer can act?

What happens if I only replace part of my roof?

If more than 25 percent of a roof section is replaced in any 12-month period, the whole section must meet current code. Under the exception, a roof qualifies if it was built, repaired or replaced to the 2007 Florida Building Code or a later version. Then only the new portion must meet current code, and local governments cannot change that exception. Check your permit records with the Citrus County Building Division.

Do I need a Notice of Commencement for a Pine Ridge re-roof?

Often yes, where the direct contract is above the set amount. Under Florida Building Code 105.8, it must be recorded and posted on the job site before the first inspection.
