The Census Bureau's latest survey estimates Dunnellon at 2,216 residents, a small city whose commercial buildings get permits and inspections from its own Community Development department, per the search-index text of the city's page. Where those buildings have low-slope roofs, Florida's code is specific about how they drain and when an old roof can be covered instead of torn off.

Drainage rules for low-slope roofs in Dunnellon

New low-slope roofs need a design slope of at least a quarter inch per foot, 2 percent, for built-up, modified bitumen, single-ply, spray foam and liquid-applied systems (FBC-Building 1507). The code defines positive drainage as enough slope to clear the roof within 48 hours of rain, and NRCA uses the same 48-hour mark as its test for ponding.

Rain here makes that more than a technicality. Marion County's NOAA station in Ocala averages 21.42 inches in June, July and August alone. The plumbing code sizes roof drains on the 100-year hourly rate (section 1106.1), and NOAA Atlas 14 puts that rate at Dunnellon at 4.04 inches an hour. Where a parapet would trap water if the main drains back up, the code also requires secondary overflow drains or scuppers (section 1503.4.1).

Recover or tear off: questions for a Dunnellon building owner

  1. How many roofs are already on it? Two or more layers means a full tear-off (FBC-Building 1511).
  2. Is any of it wet? A water-soaked or badly deteriorated roof cannot serve as a base, so a moisture survey checked with core cuts comes first.
  3. Does it drain within 48 hours? If ponding remains, any coating chosen must be rated for it.
  4. How much is being redone this year? More than 25 percent of a roof section in 12 months brings the whole section up to code, unless the existing roof was built to the 2007 code or later.
  5. Is a coating being sold to stop leaks or extend roof life? Then it is roofing work under Fla. Stat. 489.105, and it must meet the code's coating standards.
  6. What is the product approval number? Roofing products need Florida statewide approval, searchable by FL number.

Rooftop units get a break: the code bars a local government from making existing rooftop equipment meet current code during a re-roof unless the unit is being replaced or moved and does not comply (FBC-Building 102.8). In the Historic District, ask the city whether a visible roof change on a commercial building needs a certificate of appropriateness.

What is the 25% roof rule for a Dunnellon commercial building?

It caps partial work. FBC-Building section 1511.1.1 says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the whole section is replaced or recovered to current code. The exception covers roofs built, repaired or replaced to the 2007 Florida Building Code or later, and state law bars local governments from amending it (section 553.844(5)). For a building inside city limits, the City of Dunnellon Community Development department applies the rule at permit time.

Can a coating stop leaks on a flat roof in Dunnellon?

Sometimes, but not on a wet roof. A coating marketed to stop leaks or extend a roof's life counts as roofing work under the roofing contractor definition in section 489.105, and the building code requires coatings to meet its fire rules and a listed standard, such as ASTM D6694 for silicone. The code bars covering a water-soaked roof, so a moisture survey comes first. In a county whose Ocala station averages 21.42 inches of summer rain, ponding is the other test: water still standing 48 hours after a storm needs a coating rated for it.

Does a commercial re-roof in Dunnellon's Historic District need extra approval?

It may. Dunnellon's Community Development department issues certificates of appropriateness for properties in the Historic District, and a commercial building there is a property like any other. Before applying for the permit, ask the department, with your parcel number, whether your roof work changes anything it reviews, such as the visible material or color.
