Any permit application filed on or after December 31, 2026 must meet the Ninth Edition instead.
Before shingles or tile go on, the deck has to be fastened and dried in. The code names specific ring shank nails for roof sheathing. It also gives three dry-in options for shingle and metal roofs, such as a full self-adhering underlayment or two layers of felt. Your roofer should be able to tell you which option the permit reviewer will check.
Hillsborough County issues permits for unincorporated areas like Keystone through its building permits office, so the county is who reviews your plans.

Who installs a new roof on a Keystone home being built?
A general or builder may install asphalt or fiberglass shingles itself on a new building it constructed. Projects using tile, metal, or membrane roofing have to be handed to a contractor holding a roofing license or registration. A general contractor cannot market itself as a roofer unless it holds that roofing credential. Does Florida law give a Keystone buyer a warranty on a new roof?
