Commercial roofing in Tampa, FL

More than a third of Tampa's 182,425 housing units, 34.1 percent, are in buildings of five or more units, so many of the city's roofs belong to associations, landlords and businesses rather than the people living under them. For those buildings, commercial roofing in Tampa comes down to drainage, wind uplift and the paperwork a board needs.

Local know-how

Low-slope roofs over Tampa's multi-unit buildings

New low-slope roofs need a design slope of at least one-quarter inch per foot for built-up, modified bitumen, single-ply, spray foam and liquid-applied systems (FBC-B 1507). The code then asks for positive drainage, meaning the roof drains within 48 hours of rain, and for secondary overflow drains or scuppers wherever a parapet would trap water if the main drains back up (1503.4.1).

Storm drainage is sized on the 100-year hourly rainfall rate (FBC-Plumbing 1106.1). NOAA Atlas 14 gives 3.97 inches an hour for that storm at the center of Tampa, and the airport's normal year brings 49.48 inches, about 61 percent of it in June through September. Size the drains for the July storm, not the March shower.

Wind is the other load: decks and coverings follow Chapter 16 wind design, and metal edges on membrane roofs are tested to ANSI/SPRI ES-1 or RAS 111 (1504.5). The High-Velocity Hurricane Zone rules apply only in Broward and Miami-Dade, not here.

Condo boards carry one more duty, a roof-first reserve study every 10 years for buildings of three or more habitable stories (Fla. Stat. 718.112(2)(g)). With 34.1 percent of Tampa's units in buildings of five or more, against 23 percent countywide, that study often starts the conversation.

Paperwork

Permits, tear-offs and rooftop units in Tampa

Commercial roof permits inside city limits come from the City of Tampa's Construction Services. A permit lapses unless work starts within 6 months of issue or if work stops for 6 months, and a job counts as active when it passes an inspection within 180 days (FBC-B 105.4.1). Above a set contract amount, a recorded Notice of Commencement goes to the permit office before the first inspection.

A recover is off the table if the existing roof is water-soaked or too deteriorated to serve as a base, or if it already has two or more roofs on it (FBC-B 1511.3). Infrared moisture surveys can find wet insulation because wet areas hold heat after dark, but core cuts have to confirm the readings.

Old rooftop units are a common worry. The code bars a local government from requiring existing roof-mounted mechanical equipment to meet the current code, except during a re-roof when the equipment is being replaced or moved and does not comply (FBC-B 102.8).

Does a Tampa condo building need a roof study?

Yes, once the building reaches three habitable stories. Fla. Stat. 718.112(2)(g) requires each residential condominium association to complete a structural integrity reserve study at least every 10 years for every such building, and the roof is the first item on the list. The study rests on a visual inspection and estimates each item's remaining useful life, which feeds the reserves. With 34.1 percent of Tampa's housing units in buildings of five or more, many boards in the city face this cycle.

What counts as ponding on a Tampa flat roof?

Water still standing 48 hours after rain. The Florida Building Code defines positive roof drainage as slope and deflection allowances that let the roof drain within 48 hours of precipitation, and NRCA uses the same 48-hour test under drying conditions. In Tampa, where about 61 percent of a normal year's 49.48 inches falls between June and September, a roof can get rained on again before the 48 hours are up, so judge it after a dry spell.
