What wind does to a Brooksville roof
Milton's 76 mph gust was the high mark, not the only one: Idalia peaked at 58 mph at the Brooksville airport in 2023, and Debby's peak gust in the county in 2024 was 52 mph. NOAA's records for Hernando County's zones show no hail reports from 2016 through 2025, so storm repairs here are about wind and water.
FEMA's assessment teams keep finding the same sequence. Wind lifts or tears the roof covering, water gets in through the damaged area, and a lost ridge vent can leave a long opening along the top of the deck. After Hurricane Ian, damage to hips and ridges was the most common type they saw, on both newer and older roofs.
Brooksville's housing raises the stakes. With a 1982 median build year, many roofs here sit on decks fastened long before the statewide code, and 26.4 percent of homes are mobile homes; every manufactured and mobile home in the county fell under Helene's 2024 evacuation orders.

The city's storm permit page draws the small-job line at 100 square feet of roofing; below it, a repair needs no permit, and gutter repairs are exempt as well. Above it, the City of Brooksville Building Division issues the permit, free for 30 days after a storm if the property is on the damage-assessment list.
The 25 percent rule caps patching. Repairing more than a quarter of a roof or roof section in 12 months requires the whole section to meet current code, unless the roof was built to the 2007 Florida Building Code or a later edition.
Owners can do some of this themselves. Florida's owner-builder rule lets an owner acting as his or her own contractor repair or replace asphalt or fiberglass shingles on a one-, two- or three-family home after damage from an event the Governor has declared.

Where does a Brooksville roof usually fail in a hurricane?
At the edges and along the top. After Hurricane Ian, FEMA's assessment team found damage to hips and ridges more than any other kind, on newer and older roofs alike, and a lost ridge vent can open a long slot in the deck to rain. On a house built around 1982, Brooksville's median, also check the flashing where walls meet the roof and around vents. Milton's isolated 76 mph gust in 2024 and Idalia's 58 mph peak at the airport in 2023 are the recent tests.

Can I cancel a roof contract I signed after a Brooksville storm?
Yes, within a short window, if the conditions line up. When a residential roof contract is signed within 180 days of an event covered by a Governor's declaration, and the home is in the declared area, Florida law lets the owner cancel without penalty within 10 days of signing or by the official start date, whichever comes first, and the contract must say so in 14-point bold type.
