Inspections on a new roof inside Brooksville
The City of Brooksville Building Division inspects new construction inside city limits, in the order the code sets: foundation, framing with trusses, bracing and connectors, sheathing with the roof and wall dry-in, exterior wall coverings and soffits in progress, roofing, and final.
At the sheathing inspection, the inspector looks for RSRS-03 ring-shank nails, 2-1/2 inches by 0.131 inch, or the smaller RSRS-01 or RSRS-04 on thin sheathing. The roofing inspection then checks the dry-in, which the code allows as a full self-adhering membrane, taped or stripped deck joints under underlayment, or two fastened layers of felt-type underlayment.
Wind is why the nailing is so specific. Milton put an isolated 76 mph gust on Brooksville in 2024, and Idalia peaked at 58 mph at the Brooksville-Tampa Bay Regional Airport in 2023.

Under section 489.113(3), a general, building or residential contractor must subcontract roofing unless it also holds a roofing certificate or registration, and it may install asphalt or fiberglass shingles itself only on a new building of its own construction.

In the 2020-2024 survey, 11.4 percent of the city's homes dated from 2010 or later.

Does a new Brooksville house need gutters?
By code, a new Brooksville house needs them only when its eaves project less than 6 inches. Section R318.5 of the Florida Residential Code requires gutters with downspouts on those buildings, except at gable-end rakes or on a roof above another roof, and the downspouts must discharge at least 1 foot from the wall. Brooksville's rain makes the point: the regional airport's gauge took 6.49 inches in a single day during Milton, and NOAA's Atlas 14 rates a 10-year, five-minute burst here at 10.0 inches an hour, so a short-eave design needs a gutter system sized for that.

What does a builder owe if a new Brooksville roof leaks in the first year?
Under section 553.837, in force since July 1, 2025, a builder must warrant a newly built home for 1 year against defects in equipment, material or workmanship that result in a material violation of the Florida Building Code. The year runs from the title transfer to the first owner or from first occupancy, whichever comes first. The statute leaves out normal wear and tear, settling, defects the owner caused, and acts of God like a natural disaster. Inside city limits, the City of Brooksville Building Division's final inspection record shows when the house was finished.
