Can a builder install its own shingle roof in Grant-Valkaria?

Buildings with eaves shallower than 6 inches need gutters and downspouts under the residential code, though gable end rakes and roofs stacked over another roof are excluded. The residential code calls for each downspout to empty at least 1 foot out from the sidewall.
