How old Maitland roofs get, and why 15 years matters

Maitland's median home was built in 1996, two years later than the countywide median of 1994. A newer median does not mean newer roofs. The 36.6 percent of homes built before 1980 are the ones most likely to be on a second or third roof, or on an original one that needs a look.

Another 29.7 percent of Maitland homes went up in 2010 or later, against 19.3 percent countywide. Those roofs are younger than 15 years, and Florida law bars an insurer from refusing or non-renewing a policy solely for roof age below that line.

Only 44.4 percent of occupied homes in Maitland are owner-occupied. If you rent a home out, the roof is your cost and your liability, and a dated inspection report helps when a tenant reports a leak.

Florida rules

Insurer rules for older roofs: the 15-year line and the 4-point form

At 15 years, a roof moves into a different category under Fla. Stat. 627.7011(5). Your insurer must allow you to hire an authorized inspector, and you pay for the visit. If your report shows 5 or more years of useful life remaining, an insurer cannot refuse or non-renew your policy on the basis of roof age alone.

Homes more than 20 years old that apply to Citizens need a 4-point inspection covering electrical, plumbing, HVAC and roof. The roof section records the covering, roof age, remaining useful life, last permit date and the percentage replaced.

Citizens also wants documented proof of five years of remaining life for shingle roofs older than 25 years and for tile or metal roofs older than 50 years. For what your own Maitland policy covers, call your insurer or agent.

The inspection

What the inspector looks at and the moments to book one

The inspector walks every slope and photographs it. The damage list on the insurer form includes cracking, curling, heavy granule loss, exposed felt, missing or loose tabs, soft decking and visible leaks in the attic or on ceilings.

  • Before you buy or sell a Maitland home, so the roof's remaining life is known before closing.
  • When an insurer's letter cites roof age and offers the inspection under the 15-year rule.
  • After a storm. Hurricane Irma put gusts of 69 knots at Orlando International, and Hurricane Matthew's damage in the county came mainly from falling branches and trees.
  • When the 4-point form is due for a home over 20 years old.

A separate wind mitigation inspection uses form OIR-B1-1802 and looks at attic items you cannot see, such as deck attachment and roof-to-wall connections. A completed form can be used for up to five years, as long as the structure has no material changes.

Stay off the roof yourself. After Hurricane Ian, one Orange County area death came when a man fell from a ladder clearing debris from his roof. Under Florida law, a roofer also cannot give you anything of value in exchange for an inspection, and cannot advise you about your coverage.

Who counts as an authorized inspector for the 15-year rule?

An authorized inspector is someone your insurer approves who is also one of the following: a home inspector licensed under Fla. Stat. 468.8314, a building code inspector certified under 468.607, a general, building or residential contractor licensed under 489.111 or a roofing contractor, a professional engineer, or an architect. Any other person the insurer deems qualified may be recognized by it as well. For a roof at least 15 years old, the insurer must let you have this inspector check it at your expense, and it may not refuse or non-renew solely for age if 5 or more years of useful life remain. Only 44.4 percent of occupied Maitland homes are owner-occupied, so confirm who holds the policy and ask the insurer for its accepted list before you book anyone.

What does the roof part of a 4-point inspection record?

It records the roof covering, the roof's age, remaining useful life, the date of the last roofing permit, whether the replacement was full or partial, and the overall condition. It also lists damage such as cracking and leaks. Citizens requires the form for homes more than 20 years old, and Maitland's 36.6 percent of pre-1980 homes fall well past that mark.

Does Maitland need a permit if the inspection finds a repair is needed?

Roof permits here go through the City of Maitland Community Development Department. Confirm the permit step with the city's permitting staff before work starts. Florida's 25 percent rule also matters: repairing more than 25 percent of a roof section in 12 months can require replacing the whole section, unless the roof was built or repaired to the 2007 Florida Building Code or later.
