Code edition

Which code edition governs a new roof in South Venice depends on the choice you make first

The median South Venice home was built in 1984, and the town grew from 13,949 people in 2010 to 15,619 in 2020. New permits do not follow the old rules. They follow whatever edition is current when the application is filed.

On the final day of 2023, the Eighth Edition took effect. For a South Venice lot, any application and plans submitted from December 31, 2026 onward fall under the Ninth Edition. Two filings a week apart can land under different rules, so ask the county which edition your plans will be reviewed under.

Sarasota County Planning and Development Services issues permits for South Venice, since it is unincorporated. Confirm current submittal steps with the building office before you schedule anything.

Roof assembly

Deck, underlayment and product approval

Ring shank nails are what hold roof sheathing down on a new home. A nail measuring 2 1/2 inches by 0.131 inch is the size the residential code specifies. Before the roof covering goes on, the deck must be dried in one of three ways: self-adhering membrane over the whole deck, tape over every joint plus underlayment, or two layers of felt underlayment.

At eaves and gables, drip edge for shingles sits on top of the underlayment. Fasteners can be 12 inches apart, but the code tightens that to 4 inches where the design wind speed is 110 mph or more. Ask your builder which figure the engineer used.

Statewide product approval is required for roofing, which makes it a mandatory category. Your permit file should list the approval number for each roofing product. Sarasota County is not in the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so a Miami-Dade Notice of Acceptance is not required here, though the county may accept one.

Scheduling the roof inside the build

On a South Venice new build, the roofing inspection comes after framing, sheathing and exterior wall coverings, and just before the final. An inspector can look at sheathing during the dry-in inspection or in a separate visit. Sarasota County offers virtual inspections for re-roofs through VuSpex, and it is worth asking whether your new permit qualifies.

Once 6 months pass after issue without work starting, or work halts for 6 months, the permit becomes invalid. Before the first inspection, you need the Notice of Commencement recorded and posted.

Can my general contractor install the shingles on a new South Venice home?

Yes, in one case. Under Fla. Stat. 489.113(3)(b), a general, building or residential contractor may install asphalt or fiberglass shingles on a new building of his or her own construction. South Venice has about 8,702 housing units, so plenty of homes here were built by general contractors who handled their own shingle work. Tile, metal and membrane roofs all fall to a certified or registered roofing contractor. A general contractor also may not advertise as a roofer without that registration. Ask who will actually be on your roof, and check that contractor's license at the state lookup.

What code edition will my South Venice roof permit fall under?

It depends on the filing date. Applications submitted before December 31, 2026 are reviewed under the Eighth Edition, which took effect December 31, 2023. Any submission dated December 31, 2026 or later has to meet the Ninth (2026) Edition. Sarasota County Planning and Development Services handles South Venice permits, so ask the building office which edition your plans will be reviewed under before you finalize the roof design.

Does a new South Venice home come with builder coverage on the roof?

Since July 1, 2025, Fla. Stat. 553.837 requires a builder to cover a newly built home for 1 year against defects in equipment, material or workmanship that result in a material Florida Building Code violation. Natural disasters, settling and normal wear are carved out, as are problems the owner caused. Do new South Venice homes need gutters?

Often yes. Gutters with downspouts are required by the residential code when eaves project less than 6 inches, with exceptions at gable end rakes and on a roof sitting above another roof. Water has to be carried at least 1 foot off the sidewall by piping, tail extensions or splash blocks. With Sarasota County as your permit office, check your plans for eave depth early so gutters are not an afterthought.
