Mobile home roofs and the insurer's forms

Citizens applies its 20-year 4-point rule to mobile home applications as well as houses, and the form covers electrical, plumbing, HVAC and the roof. Florida's 15-year roof rule works differently: Senate staff note that section of the law does not apply to mobile home policies (Fla. Stat. 627.7011).

So a mobile home owner here should not assume the 15-year protection applies. Ask the insurer or agent which rules govern the policy before the renewal date.

Florida law

For houses: 15 years, then 25 or 50

For a site-built house, an insurer may not refuse to issue or renew solely because the roof is under 15 years old. At 15 years or more it must let the owner have the roof inspected before requiring replacement, and an inspection showing 5 or more years of remaining life protects against refusal for age alone (Fla. Stat. 627.7011(5)).

Citizens sets its own documentation lines: proof of at least five years of remaining life for shingle and other soft roofs past 25 years, and for tile, metal and other hard roofs past 50.

With 65.6% of Venice homes built before 2000, the 20-year 4-point threshold already reaches most houses in the city.

Wind mitigation

What the wind form records, and why it matters here

The state's wind mitigation form, OIR-B1-1802 (Rev. 04/26), records the building code era, the wind region from the ASCE 7-22 speed at the address, roof slope and covering, deck attachment, roof-to-wall connections, roof shape, the sealed roof deck and opening protection. It stays valid up to five years if nothing material changes.

The state's consumer notice says wind discounts apply only to the hurricane-wind portion of a policy and are not calculated cumulatively, and it calls securing the roof and protecting windows the two most cost-effective measures. Your insurer or agent can tell you the credits on your own policy.

Helene and Milton both registered at the Venice Fishing Pier gauge in 2024, so a form completed before then may describe a roof that has since changed.

Does Citizens require a 4-point inspection on my Venice mobile home?

Yes, if the home is more than 20 years old and Citizens writes the policy. Citizens requires a 4-point inspection for owner, dwelling and mobile home applications on properties of that age, covering electrical, plumbing, HVAC and the roof. Mobile homes are 11.8% of Venice's housing, so the question comes up often here. Keep in mind that Florida's 15-year roof rule, per Senate staff, does not apply to mobile home policies.

Can my insurer drop my Venice home because the roof is 16 years old?

Not for age alone, if the roof passes an inspection. Once a roof is 15 or older, Florida law requires the insurer to let you have it inspected by an authorized inspector, at your own expense, before requiring replacement. If the inspection shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely because of age (Fla. Stat. 627.7011(5)(c)). With a 1986 median build year in Venice, the inspection is usually about a replacement roof, not the original.
