Roof replacement in Fuller Heights, FL

The median home in Fuller Heights was built in 1993, give or take 4 years. That puts many of the roofs on these homes past the age where a roof is likely near the end of its life. Replacing one here is more than a shingle swap, because Florida rules set the steps, the permit and the inspections.

Housing age

Your roof's age, given a median build year of 1993, and what that implies

About 26 percent of the housing units here were built before 1980. Another 17 percent were built in 2010 or later. Most homes sit between those two groups, so a large share of roofs are in their mid to late service life.

Roughly 71 percent of occupied homes are owner-occupied. If you own yours, the roof age is your call and your cost, so it helps to know the year of your last re-roof before you call anyone.

Permit and inspections

What a re-roof here requires from the county

Fuller Heights is an unincorporated area, so the Polk County Building Division issues the roof permit, not a city office. Check the division's page for current forms before you sign a contract.

Under the Florida Building Code, a re-roof permit has to be started within 6 months of issue, and an application lapses 180 days after filing unless work moves forward in good faith. A stalled job can lose its permit.

Ask whether your roof was built, repaired or replaced to 2007 code or later. That answer decides whether a partial repair triggers a full replacement.

Wind and fasteners

Tying the roof to the rest of the house

Since Hurricane Irma in 2017, Polk County logged 1,604 homes or businesses with major damage and 7,710 with minor damage. Hurricane Ian in 2022 added 192 major and 789 minor. Roof-to-wall connections and deck nailing matter for a re-roof here.

The My Safe Florida Home Program may offer grants toward roof-deck attachment, secondary water resistance and a new covering for qualifying owner-occupied homes built before 2008. The statute says it does not create an entitlement.

Questions

Roof replacement in Fuller Heights: questions

What is the 25% roof rule in Florida?

The 25 percent rule says that if more than 25 percent of a roof area is repaired or replaced within 12 months, the whole roof covering must be replaced. In Fuller Heights, the Polk County Building Division applies this rule through the permit. Exceptions exist for roofs built or repaired to 2007 code or later, so ask the county before you start.

What is the 15 year roof rule in Florida?

The 15 year roof rule is an insurance rule in Fla. Stat. 627.7011(5), not a building permit rule. Your homeowner's policy cannot be refused or left unrenewed just because the roof is under 15 years old. If your roof is 15 years old or more, the insurer has to allow an authorized inspector to examine it, with you covering the cost, and it cannot turn you down or drop coverage for age alone when that inspection finds at least 5 years of useful life remaining. In this area the median year homes were built is 1993, so many roofs here are near that age mark. Check the specifics directly with your insurer or agent.

The next Florida Building Code edition, the Ninth Edition, takes effect December 31, 2026, and applies to permit applications submitted on or after that date. If you plan a re-roof in Fuller Heights near that date, confirm with the Polk County Building Division which edition applies to your permit.
