New construction ยท Cypress Gardens
New construction roofing in Cypress Gardens, FL
Only 5.5 percent of homes in Cypress Gardens were built in 2010 or later, so most roofs here are not new construction. Your question is probably about a new home or a home being built now. That makes the county permit steps and the code edition your first concern.
Updated October 2026

Our workCode edition
Which building code edition applies to a new roof here
Florida's Eighth Edition of the Building Code, which went into force on December 31, 2023, is the version in effect for your roofing project. The Ninth Edition is slated to take effect on December 31, 2026. A permit application submitted on or after that date must follow the Ninth Edition. If your Cypress Gardens roof is planned for late 2026 or after, the plans should be drawn to the new edition.
Because Cypress Gardens is unincorporated, the Polk County Building Division handles roof permits here, not a city office. Confirm the current edition and the submittal date with that division before you finalize plans.
Deck and underlayment
Each new roof needs the deck, underlayment, and drip edge addressed together
The roof deck is nailed with ring shank nails. The code calls for ASTM F1667 RSRS-03 nails on most sheathing, with RSRS-01 or RSRS-04 allowed where sheathing is 15/32 inch or thinner. Ask the installer which nail type is on the plans.
- A full-deck layer of self-adhering, polymer-modified bitumen underlayment is one option for the roof covering.
- Taped deck joints with a 3 3/4-inch strip, then underlayment over the roof
- Install two plies of approved felt-type underlayment, secured with cap nails.
Drip edge is required at eaves and gables. It is fastened no more than 12 inches on center. Where wind speed or roof height is higher, the spacing tightens to 4 inches. Gutters are also required on most new homes with short eaves, and downspouts must discharge at least 1 foot from the wall.
Approval and timing
Product approval, inspections and scheduling the roof
Roofing products must carry statewide product approval. Check the Florida Building Commission product approval search by FL number before the roof is ordered. Your permit file should list the approval number.
Roof sheathing is inspected before the dry-in step, and the roofing inspection covers dry-in, insulation, roof covering and flashing. Schedule the roof work after framing passes so the sequence matches the inspections.
Questions
New construction roofing in Cypress Gardens: questions
What is the new law in Florida about roofs?
For new homes, a builder must warrant the home for 1 year against code-violating defects in equipment, material or workmanship. The rule took effect July 1, 2025. Coverage does not extend to normal wear, settling, or harm caused by a natural disaster. Check your contract and your builder for the details.

Who issues roof permits in Cypress Gardens?
Because Cypress Gardens is unincorporated, roof permits there come from the Polk County Building Division. Only 5.5 percent of its homes were built in 2010 or later, so most permits here are for older roofs. Contact the county office for current forms and fees.

Do I need a licensed roofer to install a new roof on my new home?
A general contractor may install asphalt or fiberglass shingles on a new building it constructs. Installation of tile, metal, or membrane roofs must be handled by a contractor holding certified or registered roofing status. Florida's roofing market is large, and the 2020 Census counted 4,525 housing units statewide in this area, so local demand for qualified installers is steady. Confirm the installer's roofing certificate with the state before work starts.
