Commercial roofing in Winter Haven, FL
Winter Haven has about 23,431 housing units by the latest Census survey estimate, with a margin of error of ±890, so much of the work here is on apartments, condo buildings and other multi-unit roofs. Permits go through the City of Winter Haven, not Polk County. The Florida Building Code applies, and the High-Velocity Hurricane Zone rules do not.

Who permits a commercial roof in Winter Haven
Roof permits here come from the City of Winter Haven, through its Economic Opportunity and Community Investment office. The city's Accela portal takes online permit applications and lets you search permit history. A property manager can pull a building's past roof permits before asking anyone for a bid.
Since the HVHZ covers only Broward and Miami-Dade, Winter Haven roofs follow the standard code, not the HVHZ roofing chapter. The code's 2023 version went into force on December 31, 2023. The Ninth Edition starts December 31, 2026, and applications filed on or after that date must meet it. A permit filed late this year falls under the older book.
The 25 percent rule matters on larger buildings. If more than 25 percent of a roof section is repaired or replaced in 12 months, the whole section must be replaced or recovered. You may be exempt if your existing roof was built or re-covered under the 2007 code or any later one. Confirm how the city reads it for your roof before you scope a repair.
Building stock
Multi-unit and downtown buildings
Winter Haven has 5 National Register historic districts, including Downtown Winter Haven and Pope Avenue. Listing alone does not tell you whether the city reviews roofing in a district. Ask the building office before you plan a replacement near downtown.
Seasonal or occasional-use homes make up 6.2 percent of local units. A vacant unit hides a leak for weeks, so associations should schedule roof inspections instead of waiting for a complaint.
Storm history here is on record. Hurricane Irma in 2017 removed a facade section about 7 stories tall from the Winter Haven Senior Living Center. Hurricane Milton in 2024 brought an 87 mph gust at Winter Haven Gilbert Airport before the instrument stopped reporting. Edge metal and parapets take the first loads, and metal edge systems on low-slope roofs must be tested to ANSI/SPRI ES-1 or RAS 111.
Low-slope systems
Flat roofs, drainage and comparing bids
New low-slope roofs need a minimum design slope of one-fourth unit in 12, which is 2 percent, for built-up, modified bitumen, single-ply, foam and liquid-applied systems. Water covers 21 percent of the city's total area, and the city counts 50 lakes. Ponding on a flat roof sits in a wet setting, so ask each bidder where the water will leave.
Parapets can hold water in place, so wherever drains are mandatory, the code requires backup overflow drains or scuppers. A roof counts as having positive drainage when rainwater runs off it within 48 hours. Put both points in every written bid.
- Which existing layers come off, and whether the deck is wet or rotted.
- The system standard, such as ASTM D6878 for TPO sheet.
- How roof-deck attachment and any sheathing repair are priced.
- Who pulls the City of Winter Haven permit and who records the Notice of Commencement.
Questions
Commercial roofing in Winter Haven: questions
What is the 25% roof rule in Florida?
If more than 25 percent of a roof section is repaired, replaced or recovered in any 12-month period, the whole section must be replaced or recovered to current code. An exception applies when the existing roof was built or repaired under the 2007 Florida Building Code or a later edition. Under that approach, only the section being fixed has to comply with current code. For a Winter Haven building, ask the City of Winter Haven building office how it applies to your roof.

Does Winter Haven fall under the High-Velocity Hurricane Zone?
Not quite: the High-Velocity Hurricane Zone is limited to Broward and Miami-Dade counties. Winter Haven, in Polk County, follows the standard Florida Building Code. The 2023 edition took effect December 31, 2023, and the Ninth Edition takes effect December 31, 2026. Polk roofs still saw an 87 mph gust at Winter Haven Gilbert Airport during Hurricane Milton in 2024.

Where do I apply for a commercial roof permit in Winter Haven?
Apply through the City of Winter Haven's Building Permits and Licenses page, run by Economic Opportunity and Community Investment. The page links an Accela portal for online permit applications and permit history searches. A permit lapses if work does not start within 6 months of issue, so schedule the crew before you apply.

Do historic districts change roof work in Winter Haven?
Winter Haven has 5 National Register historic districts, among them Downtown Winter Haven and Pope Avenue. Polk cities handle review differently. Lakeland reviews exterior roofing replacement in its local districts at staff level, and Bartow's board reviews alterations to contributing properties. For Winter Haven, confirm with the building office whether a roof job in a district needs review.
