The building code edition that applies to the permit for your replacement roof
Florida's 2023 building code is the edition in force on the island today, and it replaced the code that most of the island's 1970-era roofs were built under. The Ninth (2026) Edition takes over at the end of 2026. Permit applications filed on or after that date must follow it, so the filing date on your roof permit matters.
Treasure Island's building division states its wind speed requirements as 147-150 mph, Wind Exposure D. Ask the building division which edition it applies to a permit filed in your window before you sign a contract.
What the permit checks
Deck, underlayment and product approval on Treasure Island roofs
For a new shingle or metal roof, the code gives three dry-in options. The first is a fully adhered polymer-modified bitumen underlayment across the deck. The second is a tape strip over each deck joint under an approved underlayment. The third is two layers of felt-type underlayment with fasteners spaced 12 inches on center in the field and 6 inches at laps.
- Roof sheathing nails must meet the ASTM F1667 RSRS standard.
- Shingle drip edge is fastened 12 inches on center, or 4 inches where design speeds are higher.
- Roofing is a statewide product approval category, so each product needs an approval number on the permit.

In the code's sequence, inspections come first at the foundation, then framing, sheathing, exterior wall coverings, roofing, and finally the final inspection. The sheathing inspection can be a dry-in inspection or a separate request once roof and wall sheathing and fasteners are complete. Plan the roofing crew around that inspection, not the other way round.
Work on a permit must start within 6 months of issuance, and it must keep receiving approved inspections within 180 days. A stalled build can let the permit lapse, so confirm the dates with the building division.

Does a builder have to warrant a new Treasure Island home?
Under Florida law, a builder must cover a newly built home for one year against defects in equipment, materials or workmanship that break the Florida Building Code. The one-year period starts at the earlier of conveyance of title or initial occupancy. Ordinary wear, settling and damage the owner causes are not covered. Treasure Island has a large share of older housing stock, with a median build year of 1970 according to recent American Community Survey estimates, so buyers of newer homes here should not assume the builder's obligations match what they expect from a resale. Ask the builder to explain the terms in writing.
