The code edition that governs your new roof permit depends on the year it is filed

Florida's 2023 Building Code, Eighth Edition, took effect December 31, 2023. The Ninth Edition, from 2026, applies to every permit application and plan submitted on or after December 31, 2026. A Tarpon Springs roof filed before that date follows the 2023 code. A filing after that date follows the newer edition, so the timing of your application sets the rules for your roof.

Tarpon Springs issues its own roof permits through the City's Building Development office, so the city office is where you confirm the edition and the filing date for your job.

What the inspector checks

On a new roof, the code sets how the deck is fastened before any shingle goes on. Roof sheathing uses ring shank nails in a set pattern, and sheathing of 15/32 inch or less may use specific nail types. Those nails are checked at the sheathing inspection, which can run as a dry-in inspection.

Shingle and metal roofs can be dried in by any of three methods the code permits. You can cover the whole deck with self-adhering membrane, tape each deck joint and add an approved underlayment, or use two layers of felt-type underlayment. Shingle roofs also need drip edge at the eaves and gables, spaced closer on taller homes or in higher wind speeds.

  • Confirm the sheathing nail type with the framer before the sheathing inspection.
  • Pick one of the three dry-in options and note it on the plans.
  • Check the drip edge spacing against the roof height on your permit.

Sequence

Plan the roof around the build and its inspection schedule

Inspections proceed in a fixed sequence: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, and then final. The roofing inspection covers dry-in, insulation, the roof covering and the flashing. Your roofer should be on the schedule before the framing inspection so the roof work is ready when the inspector arrives.

Permits here also have clocks. Your permit lapses if work has not begun within 6 months of issuance or if work sits idle for 6 months. Work is considered ongoing so long as a passed inspection falls within 180 days. Plan your roof date with those limits in mind, so the permit does not lapse between phases.

What is the 25% roof rule in Florida?

The 25 percent rule says that not more than 25 percent of a roof can be repaired, replaced or recovered in any 12-month period unless the whole roof is replaced. A roof built to the 2007 Florida code or later can get a partial-repair exception. For a new home in Tarpon Springs, the 25 percent rule mostly matters for later work on the roof, not for the first install. Ask the City's Building Development office how it applies to your job.

What is the new law in Florida about roofs?

Since July 1, 2025, Florida Statute 553.837 requires a builder to warrant a newly built home for 1 year against defects in equipment, material or workmanship that break the Florida Building Code. Normal wear and tear, settling, defects caused by the owner and natural disasters fall outside the warranty. For a home in Tarpon Springs built after that date, check the builder's written terms and talk with your insurer or agent about coverage.

Can a general contractor install my new roof in Tarpon Springs?

If a contractor does not hold a roofing certificate or registration, the roofing portion of the job must be passed to a subcontractor who does. The exception covers asphalt or fiberglass shingles on a new building the contractor builds itself. Tile, metal and membrane roofs are assigned to a roofing contractor who is certified or registered.
